LTO Clarifies No Nationwide LTO Improvised License Plates Penalty for Motorists

The Land Transportation Office (LTO) has clarified that there is currently no nationwide LTO improvised license plates penalty for vehicle owners who continue to use temporary or makeshift plates while waiting for their official ones. This statement aims to clear up confusion after reports circulated suggesting motorists could face fines for using improvised plates.





Why the Clarification Was Issued

Concerns recently grew among drivers who believed that penalties for improvised license plates were already in effect. The LTO, together with the Department of Transportation, confirmed that no national directive exists to penalize such motorists. Improvised plates remain allowed under LTO guidelines until the official plates are released.

Regional Exceptions and Enforcement
