Northern Benguet Under Signal No. 1 as Kiyapo Accelerates East of Cagayan

Tropical Depression Kiyapo further accelerated while moving northwestward over the sea east of Cagayan, PAGASA said late Thursday afternoon, July 23, 2026. Signal No. 1 is raised over several areas in Northern Luzon, including the northern portion of Benguet, while Benguet is also included in the heavy rainfall outlook for Friday afternoon to Saturday afternoon.

According to PAGASA’s Tropical Cyclone Bulletin No. 4 issued at 5:00 PM, Kiyapo was located 640 kilometers east of Tuguegarao City, Cagayan as of 4:00 PM.

The tropical depression had maximum sustained winds of 45 kilometers per hour near the center, gustiness of up to 55 kilometers per hour, and a central pressure of 1002 hectopascals.

Kiyapo was moving northwestward at 30 kilometers per hour.

Tropical Cyclone Wind Signal No. 1 is raised over several areas in Luzon, including:

• Cagayan including Babuyan Islands
• Isabela
• Apayao
• Abra

• Ilocos Sur
• Northern Aurora
• Northern Nueva Vizcaya
• Northern Quirino
• Northern Benguet

In Benguet, Signal No. 1 is raised over:

• Buguias
• Mankayan
• Bakun
• Kibungan

Baguio City, La Trinidad, and other parts of Benguet are not under any tropical cyclone wind signal based on the 5:00 PM bulletin.

Areas under Signal No. 1 may experience strong winds ranging from 39 to 61 kilometers per hour, with minimal to minor impacts possible.

Heavy Rainfall Outlook Due to Kiyapo

In Weather Advisory No. 10 issued at 5:00 PM, PAGASA said heavy rainfall may affect several areas due to Tropical Cyclone Kiyapo.

Rainfall of 100 to 200 millimeters may affect:

• Cagayan
• Apayao
• Ilocos Norte

Rainfall of 50 to 100 millimeters may affect:

• Isabela
• Batanes
• Abra
• Ilocos Sur

Friday Afternoon to Saturday Afternoon, July 25

Rainfall of 100 to 200 millimeters may affect:

• Abra
• Ilocos Sur

Rainfall of 50 to 100 millimeters may affect:

• Cagayan
• Apayao
• Batanes
• Ilocos Norte
• Kalinga
• Benguet
• La Union

PAGASA said forecast rainfall may be higher in mountainous and elevated areas. Impacts may also be worse in areas that have already experienced significant rainfall.

Residents in landslide-prone, flood-prone, and low-lying areas are advised to monitor updates from PAGASA and local disaster risk reduction offices.

PAGASA also said the Southwest Monsoon may bring moderate to heavy rainfall to several areas.

Habagat and Wind Conditions

PAGASA said the Southwest Monsoon and the outer circulation of Kiyapo may bring strong to gale-force gusts, especially in coastal and upland areas exposed to winds.

These conditions may affect most of the country on Friday, July 24, and most of Luzon and Visayas on Saturday, July 25.

Residents are advised to secure loose outdoor objects and continue monitoring weather updates.

Weather Advisory vs Heavy Rainfall Warning

PAGASA explained that a Weather Advisory gives a broader 24-hour rainfall outlook at the provincial level.

A Heavy Rainfall Warning, on the other hand, covers the next three hours and is more localized, usually down to the municipal level. It is used for more immediate decisions, including possible class suspensions and local emergency response.

For official decisions, the public is advised to refer to Heavy Rainfall Warnings and local advisories issued by PAGASA Regional Services Divisions and local authorities.

Track and Intensity Outlook

Kiyapo is forecast to move west northwestward toward the Luzon Strait before turning northwestward.

PAGASA said the center of Kiyapo may pass very close to the northeastern portion of mainland Cagayan between Friday morning and afternoon, then pass very close to or make landfall near the Babuyan Islands between Friday afternoon and evening.

Kiyapo is forecast to exit the Philippine Area of Responsibility by Saturday morning.

PAGASA said Kiyapo may intensify into a tropical storm by Friday and could become a severe tropical storm after passing the Babuyan Islands.

The next tropical cyclone bulletin will be issued at 8:00 PM today, while the next Weather Advisory will be issued at 11:00 PM unless significant changes occur.
