Typhoon Uwan Now Over La Union; Benguet still under Signal No. 4





BAGUIO CITY, Philippines — November 10, 2025 (2:00 AM):
Typhoon Uwan (Fung-wong) has weakened from a super typhoon into a typhoon and is now over
La Union, but it continues to bring destructive winds and heavy rains over
Northern and Central Luzon, including much of the
Cordillera Administrative Region (CAR) under Signal No. 4 and Signal No. 3.

At 1:00 AM, the eye of Typhoon Uwan was located in the vicinity of
Bagulin, La Union with maximum sustained winds of 165 km/h near the center,
gusts of up to 275 km/h, and a central pressure of 945 hPa.
It is moving northwestward at 30 km/h, with strong to typhoon-force winds extending
up to 780 km from the center.

Heavy Rainfall and Severe Winds

Heavy Rainfall:
Intense rains continue over Northern and Central Luzon, including
La Union, Pangasinan, Benguet, Ifugao, Nueva Vizcaya, Quirino, Isabela, and nearby provinces,
increasing the risk of flooding and rain-induced landslides, especially in
mountainous and low-lying areas. Refer to Weather Advisory No. 12 for detailed rainfall information.

Severe Winds:
Signal No. 4: Significant to severe damage likely to houses of light and medium materials,
widespread downing of trees, and prolonged power interruptions.
Signal No. 3: Widespread damage to light structures, scattered damage to more solid structures,
and likely disruption of power and communication services.
Signal No. 2: Minor to moderate damage to light structures and exposed areas.
Signal No. 1: Minor damage to very light structures and vegetation possible.

Outside TCWS areas, gusty conditions reaching strong to gale-force strength are still expected over:

  • Today (10 November): Palawan, Visayas, Zamboanga Peninsula, Northern Mindanao, Dinagat Islands, SOCCSKSARGEN, Davao Occidental, and Davao Oriental
  • Tomorrow (11 November): Most of Luzon
  • Wednesday (12 November): Batanes and Babuyan Islands

Storm Surge and Coastal Flooding

Storm surge with heights exceeding 3.0 meters is possible within the next 48 hours over low-lying
and exposed coastal areas of:

Ilocos Region, Cagayan Valley, Central Luzon, Metro Manila, CALABARZON, most of MIMAROPA,
Camarines Norte, Camarines Sur, Catanduanes, Masbate (including Burias Island), Aklan, Antique, Guimaras,
Negros Occidental, Negros Oriental
.

These areas may experience dangerous coastal flooding, strong currents, and large battering waves.

Coastal Waters and Sea Conditions

A Gale Warning remains in effect over all seaboards of Luzon, the
eastern and central seaboards of Visayas, and the eastern seaboards of Mindanao.

  • Up to 14.0 m: Seaboards of Isabela, Aurora, and Camarines Norte; northern and eastern seaboard of Polillo Islands
  • Up to 12.0 m: Northern and eastern seaboards of Camarines Sur and Catanduanes
  • Up to 10.0 m: Seaboards of La Union and Pangasinan; eastern seaboard of mainland Cagayan
  • Up to 8.0 m: Seaboards of Ilocos Norte and Ilocos Sur; remaining seaboard of Cagayan including Babuyan Islands; eastern seaboard of northern and central mainland Quezon; remaining seaboard of Polillo Islands
  • Up to 7.0 m: Seaboards of Batanes and Zambales; eastern seaboards of Albay and Sorsogon

Sea travel is risky to extremely dangerous for all types of vessels.
All mariners are advised to remain in port or seek immediate safe harbor.

Up to rough seas over the following coastal waters:

  • Up to 4.0 m: Seaboards of northern Palawan including Cuyo and Cagayancillo Islands, Antique, Aklan, Capiz, Iloilo, and Guimaras; northern and western seaboards of Negros Occidental
  • Up to 3.5 m: Seaboards of Negros Oriental, Siquijor, Bohol, and Camiguin; remaining seaboards of Cebu
  • Up to 3.0 m: Seaboard of Zamboanga del Norte; western seaboard of Palawan including Kalayaan Islands; eastern seaboard of Davao del Sur; remaining seaboards of Northern Mindanao

Up to moderate to rough seas over the following coastal waters:

  • Up to 2.5 m: Remaining seaboard of Palawan
  • Up to 2.0 m: Seaboard of Sarangani; western seaboards of Sulu and Tawi-Tawi; remaining seaboard of Davao Region

Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing
out to sea and, if possible, avoid navigation under these conditions.

Track and Intensity Outlook

Do not focus on the center track as it may still shift within the limit of the forecast confidence cone.
Heavy rainfall, severe winds, and storm surge may still be experienced far from the landfall point or center track,
and even in areas outside the forecast confidence cone. Always refer to the latest hazard warnings currently in effect.

  • On the forecast track, Uwan will emerge over the coastal waters of La Union this morning.
    Once over the West Philippine Sea, Uwan will maintain its strength until tomorrow (11 November)
    before gradually weakening due to marginally favorable environmental conditions.
  • Uwan will begin to turn northwestward to northward from today until tomorrow (11 November) while
    remaining at typhoon category. On Wednesday (12 November), Uwan will turn northeastward towards
    the Taiwan Strait while weakening. It is forecast to make landfall over western Taiwan on Thursday (13 November),
    then rapidly weaken over the Taiwan landmass before emerging over the waters near Ryukyu Islands before weakening
    further into a remnant low.

Considering these developments, the public and disaster risk reduction and management offices concerned are
advised to take all necessary measures to protect life and property. Persons living in areas identified to be
highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from
local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information
specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

Safety Advice for CAR, La Union, and Northern Luzon

  • Stay indoors and away from windows while peak winds are ongoing, especially in areas under Signal Nos. 4 and 3.
  • Be alert for landslides in mountainous communities and flash floods along rivers and low-lying barangays.
  • Avoid coastal areas due to combined risks of storm surge, high waves, and strong onshore winds.
  • Follow evacuation orders and instructions from your LGUs and DRRM offices.
  • Keep emergency kits, flashlights, batteries, potable water, and food supplies ready.
  • Continuously monitor PAGASA bulletins and local government announcements.
