Kiyapo Slightly Accelerates; Benguet Included in Heavy Rainfall Outlook

Tropical Depression Kiyapo slightly accelerated while moving northwestward over the Philippine Sea east of Northern Luzon, PAGASA said late Thursday morning, July 23, 2026. Several areas in Northern Luzon, including parts of the Cordillera, are now under Signal No. 1, while Benguet is included in the heavy rainfall outlook for Friday noon to Saturday noon.

Tropical Depression Kiyapo continued moving northwestward over the Philippine Sea east of Northern Luzon, according to PAGASA’s Tropical Cyclone Bulletin No. 3 issued at 11:00 AM.

As of 10:00 AM, Kiyapo was estimated at 830 kilometers east of Northern Luzon.

It had maximum sustained winds of 45 kilometers per hour near the center, gustiness of up to 55 kilometers per hour, and was moving northwestward at 25 kilometers per hour.

Signal No. 1 Areas

Tropical Cyclone Wind Signal No. 1 is raised over several areas in Luzon, including:

• Batanes
• Cagayan including Babuyan Islands
• Isabela
• Apayao
• Abra
• Kalinga
• Ilocos Norte

Signal No. 1 is also raised over parts of Mountain Province, Ifugao, Ilocos Sur, Aurora, Quirino, and Nueva Vizcaya.

In the Cordillera, the areas under Signal No. 1 include Apayao, Abra, Kalinga, the eastern and central portions of Mountain Province, and the eastern and central portions of Ifugao.

Baguio City and Benguet are not under any tropical cyclone wind signal based on the 11:00 AM bulletin.

Heavy Rainfall Outlook

In Weather Advisory No. 9 issued at 11:00 AM, PAGASA said heavy rainfall is expected in several areas due to Tropical Cyclone Kiyapo and the Southwest Monsoon.

Due to Tropical Cyclone Kiyapo

From Thursday to Friday noon, July 24, rainfall of 50 to 100 millimeters may affect:

• Cagayan

From Friday noon to Saturday noon, July 25, rainfall of 100 to 200 millimeters may affect:

• Cagayan
• Apayao
• Abra
• Ilocos Norte
• Ilocos Sur

Rainfall of 50 to 100 millimeters may also affect:

• Batanes
• Isabela
• Kalinga
• Benguet
• La Union

What This Means for Baguio and Benguet

While Baguio City and Benguet are not under any wind signal, Benguet is included in the 50 to 100 millimeter rainfall outlook from Friday noon to Saturday noon.

Residents in Baguio City and nearby areas are advised to monitor weather updates, especially those living near mountain slopes, waterways, and landslide-prone areas.

PAGASA said rainfall may be higher in mountainous and elevated areas. Impacts may also be worse in areas that have already experienced significant rainfall in the past days.

Heavy Rainfall Due to Habagat

Mindanao PRSD said the Southwest Monsoon may also bring heavy rainfall to several areas.

From Friday noon to Saturday noon, July 25, rainfall of 50 to 100 millimeters may affect:

• Palawan
• Antique
• Iloilo
• Guimaras
• Negros Occidental

From Saturday noon to Sunday noon, July 26, moderate to heavy rainfall of 50 to 100 millimeters may affect:

• Occidental Mindoro

Possible Higher Wind Signals

PAGASA said the highest wind signal that may be raised during Kiyapo’s passage is Signal No. 2.

However, Signal No. 3 is not ruled out if Kiyapo intensifies into a severe tropical storm while crossing the Batanes-Babuyan Islands area.

Track and Intensity Outlook

Kiyapo is forecast to continue moving west northwestward until Saturday, July 25, toward the Luzon Strait before turning northwestward.

PAGASA said the center of Kiyapo may pass very close to the northeastern portion of mainland Cagayan between Friday morning and afternoon, July 24.

It may then pass very close to or make landfall in the vicinity of Babuyan Islands between Friday afternoon and evening.

Kiyapo is forecast to exit the Philippine Area of Responsibility by Saturday morning or noon.

The tropical depression may intensify into a tropical storm by Friday and may strengthen further into a severe tropical storm after passing the Babuyan Islands.

The next tropical cyclone bulletin will be issued at 5:00 PM today.
