Cempaka Intensifies Into a Typhoon, Expected to Enter PAR Monday Morning

Typhoon Cempaka has intensified into a typhoon as it continues moving over the Philippine Sea east of Extreme Northern Luzon, according to the latest advisory issued by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) at 5:00 PM on Sunday, November 8, 2026.

The tropical cyclone is expected to enter the Philippine Area of Responsibility (PAR) by Monday morning, November 9, at which point it will be assigned the domestic name Samuel.

Despite its intensification, PAGASA said Cempaka is expected to remain far from the Philippine landmass and is not expected to directly affect the country’s weather or sea conditions.

Cempaka Now Packing 120 km/h Winds

As of 4:00 PM on Sunday, the center of Typhoon Cempaka was estimated at 1,600 kilometers east of Extreme Northern Luzon, still outside PAR.

According to PAGASA’s Tropical Cyclone Advisory No. 3A, the typhoon has the following characteristics:

  • Location: 1,600 km east of Extreme Northern Luzon (22.1°N, 137.2°E)
  • Maximum sustained winds: 120 km/h near the center
  • Wind gusts: Up to 150 km/h
  • Movement: West-northwestward at 20 km/h
  • Central pressure: 980 hPa
  • Extent of tropical cyclone winds: Strong to typhoon-force winds extend up to 280 km from the center

Compared with the 11:00 AM advisory, Cempaka’s maximum sustained winds have increased from 110 km/h to 120 km/h, while its peak gusts have risen from 135 km/h to 150 km/h.

Expected to Stay Inside PAR Briefly

PAGASA forecasts that Cempaka will continue moving generally west-northwestward until it enters PAR on Monday morning.

Once inside, it will be named Samuel.

However, its stay inside PAR is expected to be brief.

The typhoon is forecast to turn north-northeastward by Monday afternoon and exit through the northeastern boundary of PAR by Monday evening or early Tuesday morning, November 10.

PAGASA also expects Cempaka to strengthen further until it reaches its peak intensity, with a weakening trend likely to begin by Tuesday.

Amihan to Bring Rough Seas to Northern and Central Luzon

Although Cempaka is not expected to directly affect the Philippines, PAGASA warned that the Northeast Monsoon, locally known as Amihan, will continue to influence sea conditions.

Moderate to rough seas are expected over the seaboards of Northern and Central Luzon within the next 24 hours.

By Tuesday, November 10, very rough seas may affect the seaboards of Northern Luzon.

A Gale Warning is also likely to be issued by Monday, November 9.

These potentially hazardous sea conditions are associated with the Northeast Monsoon rather than the direct effects of Typhoon Cempaka.

Mariners and operators of small vessels are advised to monitor marine weather advisories and heed warnings issued by authorities.

No Direct Effects Expected in Baguio and the Cordillera

Based on PAGASA’s current forecast, Typhoon Cempaka is not expected to directly affect Baguio City or the Cordillera Administrative Region.

Nevertheless, residents should continue monitoring official weather updates, particularly as the Northeast Monsoon remains active over Northern Luzon.

PAGASA has advised the public and disaster risk reduction and management offices to remain updated on the tropical cyclone’s movement and development.

Unless an intermediate advisory is issued, the next Tropical Cyclone Advisory is scheduled for 11:00 PM on Sunday, November 8, 2026.
