Rosal Remains a Super Typhoon; Apayao Under Signal No. 1
Based on PAGASA’s 5:00 AM update on October 22, 2026. All times are Philippine Standard Time.
Super Typhoon Rosal slightly weakened while moving northwestward over the Philippine Sea east of Batanes, according to PAGASA’s update issued at 5:00 AM on October 22, 2026.
Apayao is under Tropical Cyclone Wind Signal No. 1. Baguio City and Benguet are not among the areas under wind signals in this update. However, PAGASA warned that the northeasterly windflow and Rosal’s outer circulation will bring strong to gale-force gusts over most of Luzon, particularly in exposed coastal and upland areas.
Rosal is forecast to pass closest to Extreme Northern Luzon between the afternoon of October 22 and the morning of October 23.
Rosal’s Location and Strength
The center of Rosal’s eye was estimated at 495 kilometers east of Basco, Batanes, at coordinates 20.1°N, 126.7°E.
The super typhoon had:
- Maximum sustained winds: 195 km/h near the center
- Gustiness: Up to 240 km/h
- Movement: Northwestward at 20 km/h
Although Rosal has slightly weakened, it remains a super typhoon as of this update.
Areas Under Tropical Cyclone Wind Signals
Signal No. 2
The following areas are under Signal No. 2:
- Batanes
- The northeastern portion of the Babuyan Islands, specifically Babuyan Island
Gale-force winds may cause minor to moderate impacts in these areas.
Signal No. 1
The following areas are under Signal No. 1:
- The rest of the Babuyan Islands
- Mainland Cagayan
- Ilocos Norte
- Apayao
- The eastern portion of Isabela: Maconacon, Divilacan, Palanan, Santa Maria, Cabagan, Delfin Albano, Santo Tomas, Tumauini, San Pablo, Ilagan City, San Mariano, and Dinapigue
Strong winds may cause minimal to minor impacts in these areas.
PAGASA said Signal No. 3 may still be raised over Batanes during Rosal’s passage. This would become less likely if the cyclone follows a more north-northwestward track.
What Baguio and Cordillera Residents Should Monitor
While Baguio City and Benguet are outside the listed wind signal areas, PAGASA’s warning about strong to gale-force gusts covers most of Luzon on October 22 and 23.
Winds may be stronger in exposed upland and mountainous locations. Areas sheltered from the prevailing wind direction may experience weaker winds.
For the heavy rainfall outlook, PAGASA directs the public to Weather Advisory No. 7, issued at 5:00 AM on October 22. The supplied cyclone update does not specify rainfall amounts for Baguio City or Benguet.
Residents should monitor local rainfall warnings, thunderstorm advisories, and instructions from their local government, particularly in areas susceptible to weather-related hazards.
Strong Gusts Expected Beyond Wind Signal Areas
The northeasterly windflow and Rosal’s outer circulation will bring strong to gale-force gusts over the following areas, especially exposed coastal and upland locations:
- October 22: Most of Luzon and the Visayas; Zamboanga del Norte; Northern Mindanao; Agusan del Norte; Surigao del Norte; Dinagat Islands; Sarangani; Davao Occidental; and Davao Oriental.
- October 23: Most of Luzon and the Visayas, Davao Occidental, and Davao Oriental.
- October 24: Batanes, Babuyan Islands, Ilocos Norte, Polillo Islands, Bicol Region, Romblon, Capiz, Iloilo, and Negros Occidental.
Dangerous Sea Conditions Around Northern Luzon
A gale warning is in effect over the northern and eastern seaboards of Luzon.
Over the next 24 hours, PAGASA forecasts waves reaching:
| Coastal area | Forecast wave heights |
|---|---|
| Northern and eastern seaboards of Batanes | Up to 12 meters |
| Remaining seaboards of Batanes, Babuyan Islands, and northeastern mainland Cagayan | Up to 9 meters |
| Remaining seaboards of mainland Cagayan and northern Isabela | Up to 7 meters |
| Northern Ilocos Norte and the remaining seaboard of Isabela | Up to 6 meters |
| Remaining seaboard of Ilocos Norte | Up to 5.5 meters |
| Northern Ilocos Sur and northern Aurora | Up to 4.5 meters |
| Remaining seaboard of Ilocos Sur and western Pangasinan | Up to 3.5 meters |
| La Union | Up to 3 meters |
Sea travel is risky for all vessels in areas forecast to have very rough, high, or very high seas. Mariners should remain in port or seek safe harbor if already at sea.
Small seacrafts, including motorbancas, are advised not to venture into waters with rough sea conditions.
Rosal’s Forecast Track and Intensity

Rosal is expected to continue moving northwestward until the morning of October 23, then turn north-northwestward that afternoon. It is forecast to recurve north-northeastward by October 24.
PAGASA expects the cyclone to:
- Pass closest to Extreme Northern Luzon between the afternoon of October 22 and the morning of October 23.
- Exit the Philippine Area of Responsibility by the evening of October 23 or the early morning of October 24.
- Gradually weaken and possibly be downgraded to a typhoon on October 22.
- Weaken more rapidly by October 24, potentially becoming a severe tropical storm.
PAGASA cautioned that heavy rainfall and severe winds may still affect places outside the forecast confidence cone. The forecast track may also shift within that cone.
Keep Monitoring Official Advisories
Residents in areas identified as highly susceptible to hazards should follow evacuation orders and other instructions from local officials.
The next PAGASA tropical cyclone update is scheduled for 11:00 AM on October 22, 2026.
