Strong Winds May Still Affect Baguio, Benguet and Other Areas

Although Rosal is moving farther north, its outer circulation continues to affect weather conditions across parts of the country.

PAGASA forecasts strong to gale-force gusts over most of Luzon and Visayas on Friday, October 23, particularly in coastal and mountainous areas exposed to the prevailing winds.

Other areas included in Friday’s forecast are Zamboanga del Norte, Misamis Occidental, Lanao del Norte, Camiguin, Davao Occidental and Davao Oriental.

For Saturday, October 24, strong to gale-force gusts are forecast over Batanes, Babuyan Islands, Ilocos Norte, Aurora, northern Quezon, Polillo Islands, Bicol Region, Romblon, Capiz, Iloilo, Negros Occidental and Siquijor.

By Sunday, October 25, the forecast is limited to Batanes and Babuyan Islands.

Residents of Baguio City, Benguet and other parts of the Cordillera should continue monitoring local weather advisories, particularly regarding strong winds in exposed mountainous areas.

Heavy Rainfall Outlook

PAGASA referred the public to Weather Advisory No. 12, issued at 11:00 AM on October 23, for the latest heavy rainfall outlook associated with Rosal.

The tropical cyclone bulletin itself does not specify rainfall amounts or identify the areas covered by the separate weather advisory.

Residents are advised to monitor PAGASA rainfall warnings and local weather advisories for updates.

Waves May Reach 9 Meters Near Batanes

Rosal continues to produce hazardous sea conditions along several coastal areas, particularly in Northern Luzon.

According to PAGASA’s 24-hour sea condition outlook, waves may reach:

  • Up to 9 meters: Northern and eastern seaboards of Batanes
  • Up to 7 meters: Northern seaboards of Babuyan Islands and remaining seaboard of Batanes
  • Up to 6 meters: Remaining seaboard of Babuyan Islands
  • Up to 5.5 meters: Northern seaboards of Ilocos Norte and mainland Cagayan
  • Up to 5 meters: Seaboard of Isabela and remaining seaboards of Ilocos Norte and mainland Cagayan
  • Up to 4.5 meters: Northern Ilocos Sur, northern Aurora, and northern and eastern Catanduanes

Rough seas are also forecast along other coastal areas, including northern La Union and western Pangasinan, where waves may reach 4 meters.

PAGASA warned that sea travel is risky for vessels of all sizes in areas experiencing very rough to very high seas.

A Gale Warning remains in effect over the seaboards of Northern Luzon and the eastern seaboards of Central and Southern Luzon.

Rosal Expected to Exit PAR Saturday Morning

PAGASA forecasts Rosal to continue moving generally northwestward until Friday night before turning northward and then north-northeastward between Saturday, October 24, and Sunday, October 25.

Under the current forecast, Rosal will exit PAR by Saturday morning.

The typhoon is expected to weaken gradually within the next 24 hours, followed by more rapid weakening.

Rosal may be downgraded into a severe tropical storm by Saturday afternoon or evening and could weaken further into a tropical storm by Sunday morning.

PAGASA emphasized that the forecast track may still shift and that heavy rainfall and severe winds can affect areas outside the forecast confidence cone.

Public Advised to Continue Monitoring Updates

Despite Rosal’s weakening, PAGASA advised residents in areas vulnerable to strong winds, flooding and landslides to remain alert and follow instructions from local authorities.

For Baguio City, Benguet and the rest of the Cordillera, residents should continue monitoring official weather advisories as the typhoon moves away from Northern Luzon.

The next Tropical Cyclone Bulletin is scheduled for 5:00 PM on Friday, October 23, 2026.
