Baguio City Implements Heightened Alert Level 2 Restrictions from January 6-18





The City Government of Baguio has released new restrictions which will be implemented in the city from January 6 to 18, 2022. According to Executive Order No. 1 series of 2022, while there were no changes on the city’s alert level 2 status, temporary restrictions with regards to curfew, liquor ban, and travel to the city will be put in place following National Capital Region’s recent reversion to Alert Level 3 status.

As per E.O. No. 1 series of 2022, the following temporary restrictions will be implemented in the city from Thursday, January 6 to Tuesday, January 18, 2022.




General Curfew

General curfew from 12:00 AM to 4:00 AM the following morning except those working in frontline services and permitted industries/businesses.

Liquor Ban

Temporary liquor ban on the sale and consumption of alcoholic beverages and liquor products from 12:00 AM to 12:00 PM the following day.

Public and Private Establishments

Heads of Office of all public and private establishments, institutions, and offices may implement Alternative Work Arrangements and/or Work from Home Arrangements, as far as practicable, for the following personnel: immunocompromised individuals, pregnant, unvaccinated but eligible employees.




Accommodation Establishments

Accommodation Establishments such as hotels, inns, transient houses, dormitories, and the like may accommodate guests at a maximum of 70% of guest capacity only.

Essential Travel

Essential travels for APORs shall continue to be permitted, upon presentation of complete documents as proof of authorized travel purposes.

Leisure/Non-essential Travel

Acceptance of leisure and non-essential travels through visita.baguio.gov.ph shall be limited. Approval for Yellow and Purple QTPs shall be at a maximum of four thousand (4,000) applications per day. Blue QTPs shall be limited to 70% of the accommodation establishments’ guest capacity.

  • Yellow QR-Coded Tourist Pass – issued for travelers not staying in accommodation establishments
  • Purple QR-Coded Tourist Pass – issued for travelers staying in accommodation establishment without standalone triage unit
  • Blue QR-Coded Tourist Pass – issued for travelers staying in accommodation establishments with operating triage units

Travel applications that were approved prior to January 6, 2022, shall still be honored, however, the testing requirement stated below shall apply:

Fully Vaccinated

FULLY VACCINATED leisure and non-essential travelers arriving from areas under Alert Level 3 must comply with testing requirements as follows:

  • Presentation of negative results of RT-PCR tests conducted within 72 hours prior to arrival, or Rapid Antigen test conducted within 24 hours prior to arrival; or
  • Traveler may undergo Rapid Antigen testing upon arrival at duly authorized Triage Units operation under the supervision of the City Health Services Office;

Unvaccinated/Partially Vaccinated

As stated in Executive Order No. 139, 2021, unvaccinated or partially vaccinated adult travelers for leisure or non-essential purposes shall not be allowed.

Travelers aged 17 and below

  • Ages 12-17 years old

Regardless of vaccination status, travel companions aged 12-17 must present negative results of RT-PCR test conducted within seventy-two (72) hours prior to arrival, or Rapid Antigen test conducted twenty-four (24) hours prior to arrival or may undergo Rapid Antigen upon arrival.

  • Ages 11 and below

Kids aged 11 and below shall not be required to present test results or undergo testing procedures.
