By Baguio City re-opens leisure travel requests but with added restrictions
Baguio City has re-opened registration or requests for leisure and Non-essential travel into the city. The re-opening of leisure travel requests is by virtue of Executive Order no. 1 series of 2022 signed by Baguio City Mayor Benjamin Magalong. Previously, Baguio City has temporarily suspended accepting leisure travel requests from January 2, 2022. The executive order now supersedes the said temporary suspension.
Clarifying the Temporary Suspension
Contrary to circulating social media posts, Baguio City did not totally shut down its doors to leisure or non-essential travel. What was temporarily suspended was the acceptance of leisure or non-essential travel requests through Baguio VISITA. Those who were able to get an approved QTP and are scheduled for leisure travel in Baguio City from the time of the temporary suspension onwards are still allowed to travel. However, leisure travelers should now follow the new guidelines as indicated in Executive Order No. 1 Series of 2022.

The New Guidelines for Leisure or Non-essential Travel to Baguio City
These guidelines for leisure and non-essential purpose travel are from January 6 – 18, 2022.
If you are traveling for leisure or non-essential purpose and you are coming from areas under Alert Level 3 the following shall apply:
- Leisure or non-essential purpose travelers must be FULLY VACCINATED
- Leisure or non-essential purpose travelers have to present a NEGATIVE Test Result of RT-PCR test conducted within seventy-two hours (72 hours) prior to arrival, or a Rapid Antigen test conducted within twenty-four hours (24 hours) prior to arrival.
- Leisure or non-essential purpose travelers may undergo Rapid Antigen testing upon arrival at duly authorized Triage units operating under the supervision of the City Health Services Office.
- For minors traveling for leisure or non-essential purpose regardless of vaccination status. Minors from ages twelve (12) to seventeen (17), must present a NEGATIVE result of the RT-PCR test conducted within seventy-two hours (72 hours) prior to arrival, or a NEGATIVE result of Rapid Antigen test conducted within twenty-four hours (24 hours) prior to arrival, OR may undergo Rapid Antigen testing upon arrival at duly authorized Triage units.
- Minors aged eleven (11) and below shall not be required to present test results or undergo testing procedures.
Guideline for unvaccinated and partially vaccinated non-essential/leisure traveler
Unvaccinated and Partially vaccinated ADULT leisure or non-essential purpose travelers SHALL NOT BE ALLOWED, this applies to all regardless of the Alert level status of their point of origin. This is pursuant to the provisions of Executive Order no. 139 Series of 2021.
Maximum number of allowed Leisure and Non-essential travelers
Baguio City has set a maximum number of allowed non-essential and leisure travelers per day. However, to understand the total number of allowed non-essential and leisure travelers, we should first understand the three types of QR Coded Travel passes or QTP.
- Yellow QTP – this type of QR Coded Travel pass shall be issued for travelers not staying in accommodation establishments.
- Purple QTP – the purple QR Coded travel pass is issued to travelers who will be staying in an accommodation establishment that DOES NOT HAVE A STANDALONE TRIAGE UNIT.
- Blue QTP – the blue QR Coded Travel Pass is issued to travelers staying in accommodation establishments WITH STANDALONE TRIAGE UNITS.
Pursuant to the provisions of Executive Order No.1 Series of 2022. The Maximum number of allowed leisure or non-essential travelers per day in Baguio City will be as follows:
- Approval of a maximum of four thousand (4,000) applications per day collectively for Yellow and Purple QTPs.
- Blue QTPs issued by accommodation establishments shall be limited to 70% of the respective guest capacity.
