Super Typhoon Uwan Batters Northern Luzon; Most of CAR Now Under Signal No. 4
BAGUIO CITY, Philippines — November 9, 2025 (11:00 PM):
Super Typhoon Uwan (Fung-wong) continues to bring destructive typhoon-force winds over Northern and Central Luzon as it traverses the Luzon landmass, with most of the Cordillera Administrative Region (CAR) now under Tropical Cyclone Wind Signal No. 4.
At 10:00 PM, the eye of Super Typhoon Uwan was located in the vicinity of Kasibu, Nueva Vizcaya with maximum sustained winds of 185 km/h near the center and gusts up to 230 km/h, moving northwestward at 30 km/h. Strong to typhoon-force winds extend up to 900 km from the center.

Landfall, Track, and Outlook
- At 9:10 PM, Super Typhoon Uwan made landfall over Dinalungan, Aurora.
- The system is now crossing the mountainous terrain of Northern Luzon and is expected to emerge over Lingayen Gulf or the coastal waters of La Union or Ilocos Sur by tomorrow morning.
- Uwan will weaken gradually due to land interaction but is expected to remain a typhoon while over Northern Luzon.
- From Monday to Tuesday (11 November), Uwan will turn northwest to north, then northeast toward the Taiwan Strait by Wednesday, with further weakening expected as it approaches and crosses Taiwan.

Heavy Rainfall
Refer to Weather Advisory No. 12 (11:00 PM) for detailed rainfall outlook. Intense to torrential rain is likely over parts of Northern and Central Luzon, including the Cordillera highlands, Cagayan Valley, Ilocos Region, and Aurora–Quezon corridor.
Storm Surge
Storm surges exceeding 3.0 meters are possible over low-lying and exposed coastal areas of:
Ilocos Region, Cagayan Valley, Central Luzon, Metro Manila, CALABARZON, Bicol Region, most of MIMAROPA, Northern & Eastern Samar, Aklan, Antique, Guimaras, Negros Occidental, Negros Oriental, Dinagat Islands, Siargao and Bucas Grande Islands, and much of Zamboanga Peninsula.
Life-threatening coastal inundation and large battering waves are expected in these areas.
Coastal Waters
- A Gale Warning remains in effect over the seaboards of Luzon, the eastern and central seaboards of Visayas, and the eastern seaboards of Mindanao.
- Sea conditions range from rough to very high (up to 14.0 meters) along the eastern seaboards of Isabela, Aurora, Camarines Norte, Camarines Sur, Catanduanes, and nearby provinces.
- All sea travel is extremely risky; mariners are advised to remain in port or immediately seek safe harbor.
Safety Reminders for CAR and Northern Luzon
- Stay indoors and keep away from windows while winds are at their strongest, especially in areas under Signals 4 and 5.
- Watch for possible landslides in mountainous barangays and flash floods along rivers and low-lying areas.
- Avoid coastal areas due to the combined risk of storm surge, high waves, and strong onshore winds.
- Follow local government advisories on evacuation, road closures, and suspension of work/classes.
- Keep emergency kits, communication devices, and backup power ready.
