The Complete Guide for travelers entering Baguio City




The updated entry protocols for travelers to Baguio City have been released by the Public Information Office of the City of Baguio based on Executive Order No. 21, Series of 2021 (as amended). This post will continue to be updated as revisions and announcements are released by the Local Government of Baguio.





Below are the details on the updated entry protocols for travelers to Baguio City. Note, however, that the guidelines only cover entry to Baguio City. Other LGUs have their own protocols. As the PIO Baguio said, “Outbound travelers must take the initiative to know and comply with the requirements of their places of destination before proceeding.”

Highlights of Protocols

  • Testing and travel authority (COVID Shield) are NO longer required
  • Triage requirement remains
    • Triage 1: located at checkpoints
    • Triage 2: is at the Baguio Convention Center
  • Mandatory quarantine is NOT required except for symptomatic travelers
  • Registration to the city’s registration portals is still required
    • visita.baguio.gov.ph for tourism and personal/leisure travels
    • hdf.baguio.gov.ph for returning Baguio residents and other traveler classifications
  • Strict compliance to minimum public health standards is required



Traveler Classifications, Requirements and Triage Assignment

Non-Resident APORs on OFFICIAL TRAVEL

  • Government Sector
    • Travel order from work/office
    • Employment ID
    • Registration at hdf.baguio.gov.ph
    • Triage 2 (If health workers, proceed to Triage 1)
  • Private Sector
    • Travel order from work/office
    • Valid Government-issued ID
    • Proof of employment or business/employment ID or work-related documents
    • Registration at hdf.baguio.gov.ph
    • Triage 2 (If health workers, proceed to Triage 1)



Government and Private Sector APORs who currently reside or work in Baguio, traveling daily or weekly through city borders on HOME-TO-WORK AND VICE-VERSA ROUTE

  • Valid Government ID or Certificate issued by the Barangay or residence as proof of employment and current residence/address
  • Employment ID
  • Registration at hdf.baguio.gov.ph
  • Triage 1

Traveler for MEDICAL PURPOSE

  • Non-Emergency
    • Valid Government issued ID
    • Proof of confirmed medical appointment at destination Health Facility or Clinic
    • Registration at hdf.baguio.gov.ph
  • Medical Emergency
    • No requirements
    • Go directly to the medical facility
    • Patients, and their indispensable companions, seeking emergency medical aid in Baguio City shall be afforded unhampered passage into the city

Non-APOR residents returning to Baguio from personal, leisure, or non-work-related travels in other localities

  • Valid Government ID or Barangay Certificate of Residence
  • Registration at hdf.baguio.gov.ph
  • Triage 1

Returning Baguio Resident (RBR)

  • Valid Government issued ID or Barangay Certificate as proof of residence
  • Registration at hdf.baguio.gov.ph
  • Triage 2



Returning OFWs & returning overseas Filipinos

  • Valid Government issued ID or Barangay Certificate as proof of residence in Baguio
  • Valid Philippine Passport, Travel documents or ACR I-Card
  • Medical Clearance issued by Bureau of Quarantine at the airport
  • OWWA/POEA documents or Seaman’s Book
  • Negative results of most recent RT-PCR test conducted upon arrival in the Philippines
  • Registration at hdf.baguio.gov.ph
  • Triage 2

Drop and Go Travelers

  • Valid Government issued ID
  • Registration at hdf.baguio.gov.ph
  • Triage 1

Passing Through Only Travelers

  • Valid Government issued ID
  • Registration at hdf.baguio.gov.ph
  • Triage 1



Non-residents travelers going to the city for personal/leisure or non-work related purposes and Tourists

Update as of April 17, 2021: Baguio to Reopen for Tourism; Here are the Guidelines

Others

  • The following shall be afforded unhampered passage, but may be subject to random inspections by the members of the Philippine National Police:
    • Cargo and logistic services for essential and non-essential goods
    • Utilities for:
      • Water
      • Electricity
      • IT
      • Telecommunications
      • Fuel products
      • Waste management
  • The following shall be afforded unhampered passage:
    • Government agencies and instrumentalities providing emergency services
    • Humanitarian aid during times of typhoon or calamity
  • The following shall be referred to the nearest Health Facility or Facility of Choice:
    • Travelers who have COVID-19 symptoms at triage
