Requirements to Enter Baguio City (UPDATED 2022)
Below are the details on the entry protocols for travelers to Baguio City. Baguio City has been placed under Alert Level 1 from June 1-15, 2022. Note, however, that the guidelines only cover entry to Baguio City. Other LGUs have their own protocols. As the PIO Baguio said, “Outbound travelers must take the initiative to know and comply with the requirements of their places of destination before proceeding.”
Effective immediately, the protocols below are the updated travel guidelines as per Executive Order Number 28, series of 2022, and may be subject to change by local authorities.

Requirements to Enter Baguio City
Who is considered fully vaccinated?
An individual shall be considered as fully vaccinated from COVID-19 after a period at least two (2) weeks from having received the second dose of a 2-dose series, or after a period at least two (2) weeks from having received a single dose type of vaccine, and the vaccine administered must have been the recipient of an Emergency Use Authorization or Compassionate Special Permit from the Philippine Food and Drug Authority or included in the Emergency Use Listing of the World Health Organization.
Valid Vaccination Certificates
Vaccination Certificates Proof of full vaccination as shown in any the following documents:
- COVID-19 domestic Vaccination Card issued by a legitimate vaccinating establishment, or
- Vaccination Certificate downloaded through:
- https://bakuna.baguio.gov.ph/
- VaxCertPH Digital Vaccination Certificate,
- International Certificate of Vaccination issued by the Bureau of Quarantine or the World Health Organization, or
- National or State Digital Certificate of the foreign government where the vaccine was administered;
Traveler Classifications and Requirements
Baguio Residents and Baguio Workers
- Baguio Residents – Persons who are actual and current residents of Baguio City, and returning from inter-zonal or intra-zonal travel, regardless of purpose. For purposes of this Order, this category shall include students who are currently enrolled in educational, instructional, and training, institutions that have been permitted to hold face-to-face classes;
- Baguio Worker – Persons who are not residents of Baguio but are physically reporting for the conduct of work, employment, or industry in Baguio City at daily or weekly periods.
Baguio residents and Baguio workers shall not be required to undergo health screening or document verification upon presentation of the following:
- Documents as proof of residence, work, or enrollment:
- For Baguio residents: valid Government Issued ID, or Certificate issued by their Barangay, as proof of residence
- For Baguio Workers: valid Employee ID, or Certificate of Employment, or any valid ID as proof of work or industry that requires travel to Baguio City
- For students attending face-to-face classes: valid student ID or enrollment slip issued by an educational institution conducting face to face classes in Baguio City
- Vaccination Certificate as proof of full or partial vaccination.
- In the absence of a Vaccination Certificate, the traveler may also present a Medical Certificate issued by the City Health Services Office stating that she/he is medically ineligible for COVID-19 vaccination or a negative result of Antigen or RT-PCR test conducted within the last 14 days;
Travelers entering the City of Baguio shall be required to undergo health screening and document verification at PNP-manned Checkpoints and City-supervised triage units, and to present the following documentary requirements:
Non-Resident APORs
Authorized Persons Outside of Residence (APORs) shall comprise those (1) officials, workers, personnel, and agents from both the government and private sectors who are allowed inter-zonal and intra-zonal travel for purposes of work, industry, or official function, (2) persons travelling for indispensable transactions that require their physical presence, and (3) persons travelling for medical purposes.
- QTP or QR-coded Travelers Pass, issued through registration at https://visita.baguio.gov.ph/;
- Any document as proof of:
- employment, business or work related function in a permitted industry operating in Baguio City,
- indispensable transaction, or
- Original or Certified True Copy of Travel Order issued by their Head of Agency or his/her authorized representative, or
- Proof of confirmed medical appointment at a destination health facility in Baguio; and
- Vaccination Certificate.
- In the absence of proof of full or partial vaccination, the traveler may present any of the following:
- Negative results of Rapid Antigen test conducted within 24 hours prior to arrival, or as issued by the Central Triage Unit upon arrival in Baguio City;
- Negative results of RT-PCR test conducted within 72 hours prior to arrival in Baguio City;
- In the absence of proof of full or partial vaccination, the traveler may present any of the following:
Traveler for MEDICAL PURPOSE
Non-Emergency Medical Purpose
- QTP or QR-coded Travelers Pass, issued through registration at https://visita.baguio.gov.ph/;
- Any document as proof of:
- Proof of confirmed medical appointment at a destination health facility in Baguio; and
- Vaccination Certificate.
- In the absence of proof of full or partial vaccination, the traveler may present any of the following:
- Negative results of Rapid Antigen test conducted within 24 hours prior to arrival, or as issued by the Central Triage Unit upon arrival in Baguio City;
- Negative results of RT-PCR test conducted within 72 hours prior to arrival in Baguio City;
- Travelers for non-emergency medical purposes may need to present other test requirements according to the Infection Prevention and Control Policy of their destination health facility;
- In the absence of proof of full or partial vaccination, the traveler may present any of the following:
Emergency Medical Purpose
Patients and their indispensable companions, seeking emergency medical aid in Baguio City shall be allowed unhampered passage.
Passing Through Only Travelers
APORs may present any documentary proof of travel purpose such as Valid Government-issued ID or Barangay Certificate as proof of residence, employment ID, Professional ID, or Travel Order issued by their employer; while Non-APORs shall present a Travel Pass QTP issued through registration at https://visita.baguio.gov.ph/.
Non-APORs
Travel for Leisure or Recreation (Tourists)
- QTP or QR-coded Travelers Pass, issued through registration at https://visita.baguio.gov.ph/;
- Vaccination Certificate.
- In the absence of proof of full vaccination, the traveler may present any of the following:
- Negative results of RT-PCR test conducted within 72 hours prior to arrival in Baguio City;
- Medical Certificate issued the Local Health Officer in their place of origin that the traveler is not eligible to receive COVID-19 vaccination.
- Travelers aged 17 and below shall not be required to present proof of vaccination, but must have their own duly issued QTP.
- In the absence of proof of full vaccination, the traveler may present any of the following:
Important Note:
- Leisure travel shall not be allowed for persons arriving from areas under Alert Level 4 and 5, respectively. While leisure or recreation travel from areas under Alert Level 3 shall be allowed for fully vaccinated individuals only.
Others
- The following shall be afforded unhampered passage, but may be subject to random inspections by the members of the Philippine National Police:
- Cargo and logistic services for essential and non-essential goods
- Utilities for:
- Water
- Electricity
- IT
- Telecommunications
- Fuel products
- Waste management
- The following shall be allowed unhampered passage:
- Government agencies and instrumentalities providing emergency services
- Humanitarian aid during times of typhoon or calamity
- Clinic and hospital based health workers who are residents of Baguio and returning home from duty, or reporting for duty from their respective residences in other localities;
- Non-resident travelers who are symptomatic, regardless of vaccination status or presence of negative COVID-19 detection test results, and those who test positive at testing procedures conducted at the City Triage, shall be immediately referred back to their LGU of origin for patient management;
- Residents of the municipalities of La Trinidad, Itogon, Sablan, Tublay, and Tuba shall be exempt from the entry protocols as stated in the immediate preceding provisions, subject to agreements or Resolutions that may be issued by the BLISTT Council
