Sectors Allowed to Operate under ECQ, Modified ECQ, and GCQ Areas


In an online press briefing today, Presidential Spokesperson Harry Roque Jr. discussed which sectors are allowed to operate in areas that are classified under Enhanced Community Quarantine (ECQ), Modified Enhance Community Quarantine (MECQ), and General Community Quarantine (GCQ) starting May 16, 2020.

Construction Sector (Public and Private) under Modified ECQ

Private and public construction will be allowed but must strictly follow the Department of Public Works and Highways’ (DPWH) Department Order No. 35.

Monitoring and enforcement

Public projects will be monitored by DPWH while private ones will be handled by LGUs and DOLE (employee standards).

GUIDELINES FOR PUBLIC AND PRIVATE CONSTRUCTION UNDER MODIFIED ECQ

Prior to deployment:

  • Only 21 to 59 years old* without pre-existing health conditions allowed to work. 
  • Workers to be tested before starting (to be funded by the contractors) 
  • Workers housed in barracks for project duration, with segregated facilities – initial transport via private shuttle (not public transport) 
  • Quarantine passes for onsite employees

During deployment:

  • Safe distancing (>1mn, incl. in barracks) 
  • Daily disinfection 
  • Errands outside the construction site minimized
  • Mandated quarantine for all personnel returning from outside
  • Deliveries and disposal handled by separate team
  • PPEs for all employees
  • Safety Officer to ensure compliance
