Luis Near Isabela; Heavy Rains Expected Over Benguet and Parts of Luzon

Tropical Depression Luis slightly accelerated while moving over the coastal waters of Divilacan, Isabela, PAGASA said late Monday afternoon, August 3, 2026. While Benguet is not under any tropical cyclone wind signal, the province is included in the 100 to 200 mm rainfall outlook due to Luis.

According to PAGASA’s Tropical Cyclone Bulletin No. 11 issued at 5:00 PM, the center of Tropical Depression Luis was estimated over the coastal waters of Divilacan, Isabela as of 4:00 PM.

Luis had maximum sustained winds of 45 kilometers per hour near the center, gustiness of up to 60 kilometers per hour, and a central pressure of 1002 hectopascals.

It was moving northwestward at 20 kilometers per hour.

Heavy Rainfall Outlook

In Weather Advisory No. 8 issued at 5:00 PM, PAGASA said heavy rainfall may affect several areas due to Tropical Depression Luis and the Southwest Monsoon.

From today until Tuesday afternoon, August 4, rainfall may reach:

More than 200 mm

• Bataan

50 to 100 mm

• Ifugao
• Mountain Province
• Nueva Vizcaya
• Quirino
• Nueva Ecija

• Pampanga
• Metro Manila
• Cavite
• Batangas

From Tuesday afternoon to Wednesday afternoon, August 5, rainfall of 100 to 200 mm may still affect:

• La Union
• Pangasinan
• Benguet
• Tarlac
• Zambales
• Bataan

During the same period, 50 to 100 mm of rainfall may affect Ilocos Sur, Nueva Vizcaya, Aurora, Nueva Ecija, Bulacan, and Pampanga.

PAGASA said rainfall may be higher in mountainous and elevated areas. Impacts may also be worse in places that have already experienced significant rainfall.

Residents in Baguio City, Benguet, and other mountain areas are advised to monitor rainfall warnings and take precautions against possible landslides, mudslides, rockslides, flash floods, and flooding.

Southwest Monsoon Effects

PAGASA said the Southwest Monsoon and the outer circulation of Luis may bring strong winds over most of Luzon and Visayas today and Tuesday, August 4.

By Wednesday, August 5, these conditions may affect most of the country.

Sea Conditions

Rough seas may affect the western seaboard of Pangasinan, where waves may reach up to 3.0 meters.

Moderate seas may also affect several coastal waters, including the seaboards of Isabela and Zambales, the northern and eastern seaboards of Polillo Islands, the northern seaboard of Camarines Norte, the eastern seaboard of Davao Oriental, and the northeastern seaboard of Aurora.

Motorbancas and similarly sized vessels are advised to take precautionary measures and avoid sailing if possible.

Track Outlook

Luis is forecast to move generally northwestward and may make landfall or pass close to Cagayan or Isabela this afternoon or evening.

Afterward, PAGASA said Luis may sharply turn east northeastward while moving away from the Philippine landmass.

The forecast track remains highly uncertain and may still change in the next bulletins.

Luis is expected to remain a tropical depression for most of the forecast period. It may weaken into a remnant low by Wednesday, August 5, before being absorbed into the circulation of Tropical Cyclone Dolphin.

The next tropical cyclone bulletin will be issued at 8:00 PM today.
