Alert Level 3 Guidelines in the City of Baguio from November 1-14, 2021





The City Government of Baguio has released the guidelines for implementation of Alert Level 3 in Baguio City. The city has been reclassified into Alert Level 3 by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) on October 28, 2021.

As prescribed by Executive Order No. 145 series of 2021, the following are the guidelines that will be implemented in the City of Baguio from November 1 to 14, 2021.




General Rules to Maintain Minimum Public Health Standards

      1. All persons within the City of Baguio must:
        • wear face masks at all times
        • shall strictly observe social/physical distancing whenever outside of their residences
        • full coverage face shields must be worn as an additional layer of protection over face masks, except when the same tends to hamper, cause a hazard, or impede movement or vision of the wearer while in the conduct of work or doing activities that require physical exertion
      2. All persons aged 17 and below, or above 65, and immunocompromised individuals shall stay in their residences at all times, except when it shall be necessary to avail of essential goods or services, work in permitted industries, seek medical attention or consultation, or participate in permitted activities. For these exceptions, the following rules shall apply:
        1. Unvaccinated or partially vaccinated persons aged 17 and below may be allowed in enclosed spaces or indoor settings where the following qualifications are present:
          • A Safety Seal Certificate1 has been duly issued to the establishment/venue;
          • All staff and personnel in the establishment/venue are fully vaccinated; and
          • Persons aged 14 and below must be accompanied by a fully vaccinated adult companion
        2. Notwithstanding the immediate preceding provision, persons aged 14 and below shall not be allowed inside indoor markets, supermarkets, grocery stores, and other similar high-risk & high-traffic 3C (Closed, Crowded, and Close Contact) environments;
        3. Employees who are immunocompromised, pregnant, or over the age of sixty-five (65) may not be assigned to client-facing tasks and duties, and shall be prioritized to avail of alternate work arrangements;



Curfew

A general curfew for the hours of 12:00 a.m. to 4:00 a.m. the following morning shall be imposed on all persons in the city, except:

  • those working in frontline services, and permitted industries and businesses which require operations beyond the curfew such as:
    • medical services,
    • uniformed personnel on duty,
    • security services,
    • BPOs, and
    • export-oriented industries

Business Establishments

The following may be allowed to operate 24/7:

  • pharmacies
  • grocery stores
  • other retail establishments for medicine, food and other essential commodities

provided, restaurants, fast-food establishments, and eateries that choose to operate during curfew hours shall continue to do so for take-out or delivery services only.

Liquor Ban

There shall be a temporary ban on the sale, and consumption of alcoholic beverages and liquor products within the City of Baguio from 10:00 p.m. to 12:00 p.m. of the following day.

The consumption of alcoholic beverages shall be allowed as an incident to dining in food and beverage retail establishments, provided, the maximum quantity thereof that may be served shall be as follows:

  • For beer, wine, or cocktails: a maximum of four (4) individual servings per diner
  • For liquor and distilled spirits:
    • a maximum of two (2) bottles per table shared by two (2) or more people where the volume of the beverage does not exceed one (1) liter;
    • or a maximum of one (1) bottle per shared table of two (2) or more people where the volume thereof exceeds one (1) liter. Neither shall be served for any individual diner
  • Alcoholic beverages shall not be allowed inside construction sites, barracks, and stay-in training centers;



Permitted Industries

  • All public and private workplaces shall utilize Flexible Work Arrangements (FWA) and Work From Home (WFH) schemes to ensure that work areas are conducive for complete observance of minimum public health standards. In such case, an on-site capacity of at least 30% in the workspace shall be maintained for continuity of operations.

The following industries shall limit accommodations for guests, customers, clients, and patrons, which may be revised according to the given space or floor area of the establishments’ premises, as follows:

Food and beverage retail establishments

Food and beverage retail establishments with dine-in services such as restaurants, cafes, eateries, fast-food establishments, canteens, and other similar establishments shall limit capacity to a maximum of:

  • 30% seating capacity in indoor setting for fully vaccinated individuals only,
  • and 50% seating capacity for outdoor or alfresco setting

Gyms, fitness centers, salons, spas, and personal care establishments

  • maximum of 30% capacity in indoor areas for fully vaccinated individuals only,
  • and 50% capacity in outdoor areas

Recreational venues

Recreational venues such as internet cafes, amusement arcades, bowling alleys, and other similar establishments shall limit capacity to a maximum of:

  • 30% of indoor accommodation capacity for fully vaccinated individuals only,
  • and 50% capacity in outdoor areas;

Museums and cultural centers, libraries and archives, and other tourist and leisure attractions

  • maximum of 30% of indoor accommodation capacity for fully vaccinated individuals only,
  • and 50% capacity in outdoor areas;

For the industries above, an additional 10% may be added to the permitted capacity if the establishment has been awarded a Safety Seal Certificate, and minors may be allowed subject to the application of Section 1 Paragraph B of the order.

E-bingo outlets and other gaming establishments

  • maximum of 30% of accommodation capacity at any given time for fully vaccinated individuals only.
  • For establishments in this category, Safety Seal Certificate is a requirement for permitted operations;

Public and Private Construction Projects

All public and private construction projects shall be allowed, but with strict compliance to the construction safety guidelines issued by the Department of Public Works and Highways for the implementation of infrastructure projects during the COVID-19 pandemic;

Bars, nightclubs, and other similar establishments

Bars, nightclubs, and other establishments where the primary business is the sale and service of liquor and other alcoholic beverages shall not be allowed to operate during Alert Level 3. Likewise, indoor kid amusement industries shall not be allowed to operate.




Indoor and outdoor non-contact sports

The following Indoor and outdoor non-contact sports and other forms of physical fitness and exercise such as but not limited to:

  • walking,
  • jogging,
  • running,
  • biking,
  • golf,
  • swimming,
  • tennis,
  • badminton,
  • equestrian,
  • range shooting,
  • diving, and
  • skateboarding

are ALLOWED provided, that:

  • minimum public health standards such as the wearing of masks, physical distancing, and no sharing of equipment where applicable, are observed.
  • Operations of relevant clubhouses or similar establishments, if any, shall be limited to basic operations, and shall operate at a maximum of 30% of the venue capacity for indoor settings for fully vaccinated individuals only, and 50% for outdoor settings.
  • The conduct and regulations applicable to these activities shall be included in Advisories to be released by the City Sports Office under the Office of the City Administrator. Spectators in all sports and activities shall be prohibited;

Contact Sports

Contact sports may be permitted or undertaken in a bubble-type setup as provided for under relevant guidelines adopted by the IATF, Games and Amusement Board, and Philippine Sports Commission, and upon approval by the Office of the City Administrator-Sports Office.

All offices, workplaces, stores, shops, establishments, including those within malls and shopping centers

All offices, workplaces, stores, shops, establishments, including those within malls and shopping centers, shall exercise utmost hygiene and sanitation, continuous disinfection of high traffic and high touch contact areas, and shall implement such other advisories as prescribed by the Department of Health, Department of Trade and Industry, Department of Labor and Employment, and the Safety Seal Inspection and Monitoring Team;

Failure or refusal to comply

Failure or refusal to comply with prescribed standards in the immediate preceding paragraphs may be a ground for closure, or revocation of business permits, and the imposition of fines, where applicable;




Face-to-face or in-person classes

Higher Educational Institutions (HEIs)

Face-to-face or in-person classes may be conducted in Higher Educational Institutions (HEIs) only provided that:

  • there is strict compliance with minimum public health standards, consultation with the local government unit,
  • and compliance with guidelines set by the Commission on Higher Education.
  • Extracurricular activities that involve face to face interaction or physical attendance are prohibited

K-12 Basic Education

The Basic Education Learning Continuity Plan of the Department of Education shall be adopted. Extracurricular activities that involve face-to-face interaction or physical attendance are prohibited.

Technical vocational education and training (TVET)

Technical vocational education and training (TVET) shall be allowed, subject to pertinent issuances of the Technical Education and Skills Development Authority (TESDA), and strict observance of minimum public health standards. Extracurricular activities that involve face-to-face interaction or physical attendance are prohibited.

Meetings, incentives, conventions, and exhibitions (MICE), and other similar activities

Where physical presence or participation is indispensable, meetings, incentives, conventions, and exhibitions (MICE), and other similar activities that are necessary for the conduct or provision of critical government services and authorized humanitarian activities, or which are pursuant to official functions of any legitimate agency, office, or instrumentality, or any cooperative, or place of work/business, may be allowed with strict adherence to prescribed minimum public health standards.

  • Attendees in indoor settings are fully vaccinated and shall not exceed 30% of the venue capacity.
  • Permitted attendance may be increased to 50% for outdoor settings;



Private social gatherings

Private social gatherings to celebrate or commemorate personal or family milestones such as birthdays, weddings, anniversaries, gatherings to mourn departed loved ones, other non-work-related gatherings held in hotels, conference halls, convention halls, and other similar venue establishments

  • Venue is inspected prior to the event or activity by personnel of the Health Services Office,
  • Approval is secured from the Office of the City Mayor. Requests for inspections must be submitted to the Health Services Office not later than seven (7) days before the intended date of the event
  • Permitted attendance in indoor settings shall be at a maximum of 30% capacity for fully vaccinated individuals only.
  • Persons aged 17 and below may be allowed to participate, subject to compliance with Section 1, Paragraph B
  • Maximum permitted capacity may be increased to 50% for outdoor settings
  • Similar activities shall be allowed within the residence, provided, that all the attendees are members of the immediate family, and prior notice is given to barangay officials. In no case shall the attendees exceed 10 persons at any given time

Religious gatherings, necrological services

In-person religious gatherings, and gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19, and memorial services for the cremains of COVID-19 deceased shall be allowed with limited attendance as follows:

  • 30% capacity in indoor areas for fully vaccinated individuals only
  • 50% capacity in outdoor areas.
  • Visits to memorial parks, cemeteries, and columbaria shall be limited to not more than 10 persons per group



General Guidelines for the Transport Sector

  1. PUJ operators and taxi drivers shall install non-permeable transparent physical barriers between drivers and passengers
  2. Only one passenger is allowed at the front seating area
  3. Operators must adopt a “No Mask, No Shield, No Ride” policy for all passengers, and shall institute measures to mitigate the spread of the virus such as the provision of hand sanitizers and similar disinfectants that are made readily available inside the vehicle, and utilization of a non-contact fare payment system
  4. Operators of public utility vehicles must ensure that passengers are wearing face masks and face shields at all times. Passengers who fail or refuse to abide by these health protocols should be instructed to alight from the vehicle
  5. Travel routes and coding schemes for PUJs, Taxi Units, and private vehicles shall be according to official Advisories to be released in the suppletory effect to the order.
