Typhoon Uwan Now Off La Union; Benguet and Baguio Still Under Signal No. 4

Typhoon Uwan (Fung-wong) has weakened slightly but remains a dangerous system as it moves over the coastal waters of La Union, continuing to bring destructive winds, heavy rain, and storm surge over Northern and Central Luzon, including the Cordillera Administrative Region (CAR).

At 4:00 AM, the eye of Typhoon Uwan was located over the coastal waters of Bacnotan, La Union (16.8°N, 119.9°E), with maximum sustained winds of 150 km/h, gusts up to 230 km/h, and a central pressure of 955 hPa. It is moving west northwestward at 25 km/h, with strong to typhoon-force winds extending up to 780 km from the center.

Signal No. 4: Typhoon-Force Winds

118–184 km/h | Significant to severe threat to life and property

Luzon (including much of CAR and nearby provinces):

  • Cordillera / nearby uplands:

    • Western Nueva Vizcaya (Bayombong, Ambaguio, Bagabag, Villaverde, Kayapa, Santa Fe, Aritao, Bambang, Solano)

    • Southwestern Kalinga (Tinglayan, Pasil, Lubuagan)

    • Southern Abra (Tubo, Luba, Boliney, Villaviciosa, Pilar, Daguioman, Bucloc, Manabo, San Isidro, San Quintin, Pidigan)

    • Western Ifugao (Lagawe, Mayoyao, Hungduan, Asipulo, Banaue, Hingyon, Kiangan, Lamut, Tinoc)

    • Benguet (including Baguio City)

  • Lowlands / coastal:

    • Central and southern Ilocos Sur

    • La Union

    • Pangasinan

    • Northern Nueva Ecija (Carranglan, Lupao, Talugtug, Cuyapo, Nampicuan)

    • Northern Tarlac (Ramos, Paniqui, Anao, San Manuel, Moncada, Camiling, San Clemente)

    • Northern Zambales (Santa Cruz, Candelaria)

These areas are experiencing or will experience destructive typhoon-force winds, with a high likelihood of:

  • Widespread damage to houses made of light and medium materials

  • Uprooted trees and fallen electric posts

  • Prolonged power and communication outages

Signal No. 3: Storm-Force Winds

89–117 km/h | Moderate to significant threat to life and property

Luzon:

  • Southwestern mainland Cagayan (Rizal, Solana, Tuao, Piat, Enrile)

  • Western Isabela (including Santiago City, Cauayan City, Roxas, Alicia, Echague, San Mateo, Aurora)

  • Southern Apayao (Kabugao, Conner)

  • Rest of Kalinga, Ifugao, Abra, and Mountain Province (outside Signal No. 4 areas)

  • Quirino

  • Southern Ilocos Norte

  • Rest of Ilocos Sur

  • Rest of Nueva Vizcaya and Nueva Ecija

  • Northern and central Aurora (Casiguran, Dinalungan, Dilasag, Baler, Maria Aurora, Dipaculao, San Luis)

  • Western Bulacan (San Miguel, Hagonoy, Calumpit, Baliuag, Pulilan, San Rafael, San Ildefonso)

  • Pampanga

  • Rest of Tarlac and Zambales

  • Northern Bataan (Orani, Abucay, Hermosa, Samal, Morong, Dinalupihan)

These locations may experience:

  • Widespread power interruptions

  • Falling branches and trees

  • Damage to rooftops, light structures, and roadside infrastructure

Signal No. 2: Gale-Force Winds

62–88 km/h | Minor to moderate threat to life and property

Luzon:

  • Rest of mainland Cagayan including Babuyan Islands

  • Rest of Isabela and Apayao

  • Rest of Ilocos Norte and Aurora

  • Rest of Bulacan and Bataan

  • Quezon including Polillo Islands

  • Metro Manila, Rizal, Laguna, Cavite, Batangas, Marinduque

  • Northern Oriental Mindoro and northern/central Occidental Mindoro (including Lubang Islands)

  • Camarines Norte and northwestern Camarines Sur (Del Gallego, Ragay, Lupi, Sipocot)

These areas will continue to experience strong, gusty winds, especially along coasts and ridges.

Signal No. 1: Strong Winds

39–61 km/h | Minimal to minor threat to life and property

Luzon:

  • Batanes

  • Northern Palawan (Taytay, Dumaran, El Nido, Araceli, Roxas, San Vicente) including Calamian, Cuyo, and Cagayancillo Islands

  • Rest of Camarines Sur, Catanduanes, Albay, Sorsogon, Masbate (including Ticao and Burias Islands), Romblon, and the rest of Mindoro

Visayas:

  • Western and central Northern Samar

  • Northwestern Samar (including Calbayog City, Tagapul-An, Almagro, Santo Niño)

  • Iloilo, Capiz, Aklan, and Antique (including Caluya Islands)

Heavy Rainfall, Flooding, and Landslides

Heavy to intense rains continue over Northern and Central Luzon, including:

  • La Union, Pangasinan, Ilocos Region

  • Large parts of the Cordillera (Benguet, Ifugao, Abra, Mountain Province, Nueva Vizcaya)

  • Portions of Cagayan Valley and Central Luzon

These conditions increase the risk of:

  • Flash floods in low-lying and urban areas

  • Rain-induced landslides in mountainous and steep-sloped communities

Coastal Flooding and Storm Surge

A high risk of storm surge above 3.0 meters remains within the next 24 hours over low-lying and exposed coastal areas of:

  • Ilocos Region

  • Cagayan Valley

  • Central Luzon and Metro Manila

  • CALABARZON

  • Most of MIMAROPA

  • Camarines Norte, Camarines Sur, Catanduanes, Masbate (including Burias Island)

  • Parts of Aklan, Antique, Guimaras, Negros Occidental, Negros Oriental

These areas may experience:

  • Seawater intrusion inland

  • Severe coastal flooding and life-threatening waves

  • Strong onshore winds compounding damage along shorelines

Coastal Waters and Sea Travel

A Gale Warning is in effect over all seaboards of Luzon and the western seaboard of Western Visayas.

  • Seas may reach:

    • Up to 12.0 m: Seaboard of La Union and northern Pangasinan

    • Up to 9.0 m: Eastern seaboards of Cagayan, Babuyan Islands, Isabela, Ilocos Sur; western seaboard of Ilocos Norte

    • 8.0–7.0 m and above over many other Luzon and Bicol coasts

Sea travel is extremely dangerous for all vessels.
All mariners are advised to stay in port or seek safe harbor immediately.

Track and Intensity Outlook

PAGASA warns the public not to fixate on the exact track, as hazards extend far from the center:

  • Next 12 hours: Uwan will continue moving west northwestward over the West Philippine Sea, just off Northern Luzon.

  • Between Tuesday and Wednesday (11–12 November): Uwan is forecast to re-intensify slightly while moving northwest to north over the West Philippine Sea.

  • By Wednesday afternoon or evening: The system will begin turning northeastward toward the Taiwan Strait, with a weakening trend expected thereafter.

  • On the forecast track, the center is projected to make landfall over western Taiwan on Thursday (13 November).
