Tropical Depression Jacinto Exits PAR
At 5:00 PM today, August 28, 2025, Tropical Depression Jacinto exited the Philippine Area of Responsibility (PAR). While no wind signals are in effect, the storm continues to enhance the Southwest Monsoon, bringing rains and rough seas to several regions.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) confirmed that at 5:00 PM today, August 28, 2025, the center of Tropical Depression Jacinto exited the Philippine Area of Responsibility (PAR). Prior to exiting, at 4:00 PM, Jacinto’s center was estimated at 470 km west of Iba, Zambales (15.4°N, 115.6°E). It maintained maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1002 hPa while moving north northwestward at 10 km/h. Strong winds extended outward up to 340 km from the center.
Track and Intensity Outlook
Jacinto is now outside PAR and will continue to move west-northwestward over the West Philippine Sea toward northern or central Vietnam, where it is likely to make landfall by Saturday, August 30.
- Jacinto is expected to slowly consolidate and may reach tropical storm category by Friday evening (29 August).

- Today and Tomorrow (28–29 August): Batanes, Babuyan Islands, Ilocos Region, Cordillera Administrative Region, Zambales, Bataan, MIMAROPA, Western Visayas, Negros Island Region, Central Visayas, Dinagat Islands, and Camiguin.
- Saturday (30 August): Batanes, Babuyan Islands, Pangasinan, Zambales, Lubang Island, Romblon, and Palawan.
Heavy Rainfall Outlook
Rainfall Advisory No. 22 (PAGASA Northern Luzon, 11:00 AM, 28 August 2025)
- Light to moderate to at times heavy rains affecting Ifugao (Alfonso Lista), Cagayan (Alcala, Amulung, Baggao, Enrile, Iguig, Peñablanca, Piat, Rizal, Solana, Tuao, Tuguegarao City, Santo Niño), Isabela, and Abra (Boliney) which may persist within 2 to 3 hours and may affect nearby areas.
- Light to moderate rains expected over Nueva Vizcaya, Benguet, the rest of Ifugao, the rest of Cagayan, Quirino, Aurora, Mountain Province, Kalinga, Apayao, and the rest of Abra within the next 2 to 3 hours.
The public and DRRM offices are advised to monitor weather conditions and watch for the next warning at 2:00 PM today. Residents along mountain slopes are advised for possible landslides, mudslides, rockslides, and flash floods.
Hazards Affecting Coastal Waters
- Rough seas up to 3.5 m: northern and western seaboards of Calamian Islands; western seaboard of northern mainland Palawan.
- Rough seas up to 3.0 m: western seaboard of central and southern Palawan.
- Moderate seas up to 2.5 m: seaboards of Batanes, Babuyan Islands, Ilocos Norte, Zambales, and Cagayancillo; western seaboards of Pangasinan, Bataan, Lubang Island, Occidental Mindoro.
- Moderate seas up to 2.0 m: northern seaboard of mainland Cagayan; remaining seaboards of Ilocos Region and Palawan; seaboard of Antique and Zamboanga del Norte; southern seaboard of Iloilo; western seaboard of Guimaras; southern seaboard of Negros Occidental; western and southern seaboards of Negros Oriental.
Small vessels and inexperienced mariners are advised not to venture into these waters.

Although no wind signals are in effect, PAGASA warns that the enhanced Southwest Monsoon will continue to bring rains, strong winds, and rough seas to several regions. Communities in flood- and landslide-prone areas are advised to remain cautious and heed the instructions of local officials.
