Temporary Transportation Plan in Baguio City





The City Government of Baguio through the Baguio Traffic Management Working Group has released an advisory discussing the temporary transportation plan which will be implemented in the city effective May 1, 2022 unless shortened due to changes in Alert Level Classification.




Temporary Transportation Plan

As per Advisory No. 05 series of 2022, the following transportation plan will be implemented in the city effective Sunday, May 1, 2022 unless shortened due to changes in quarantine classification.

Private Vehicles, Utility Van Express (UVE), and Motorcycles

According to the advisory, the Baguio City Number Coding Scheme (City Ordinance Numbered 01 s. 2003) is in effect and applies to all Private vehicles and motorcycles traveling within the City of Baguio.

Number Code and Day Prohibited

  • 1 – 2:  Monday
  • 3 – 4: Tuesday
  • 5 – 6: Wednesday
  • 7 – 8: Thursday
  • 9 – 0:  Friday






Baguio Number Coding Zone

For private vehicles and motorcycles, coding zone is within the perimeter line (refer to the map below)

Public Utility Jeepneys (PUJ)

All PUJs are temporarily exempted from the number coding scheme until further notice. This is to address the long queuing of commuters/passengers especially during rush hours and give the cooperative/corporation officials a way to initiate deployment of their jeepney to commensurate the passenger/commuter demand.
ALL Baguio PUJ units are allowed to operate except for Trancoville and Aurora Hill Routes which are only allowed at a maximum of 100 units each to ply within the City. PUJ operation time is permitted starting from 4:00 a.m. Monday to Sunday and relative to Executive Order Numbered 27 series of 2022, Section 1E “Implementing Guidelines for Alert Level 1 in Baguio City“.

PUJ Seating Capacity

The allowed seating capacity for PUVs plying within the city shall be 100% following Section 3A.1 of EO No. 27 series of 2022. All passengers including drivers are encouraged to use surgical masks instead of cloth masks. Cloth masks may still be used on top of surgical masks as added protection.




For La Trinidad PUJs

For La Trinidad PUJs, they are to implement the odd-even scheme of those travelling to the City based on the E.O issued by the municipality. However, only eight (8) units at a time are allowed at the loading area beside the Pilando building for the jeepneys bound for the Magsaysay Avenue during non-peak hours which is from 9:00 AM to 3:00 PM.

During peak hours in the morning and in the afternoon, the concerned jeepney associations are free to determine the number of jeepneys at the loading area provided that there shall always be a designated person to direct the entry of jeepneys from the main road to the loading area.

On the other hand, PUJs bound to Buhagan Road (Bokawkan Road), the window hour allowed for the unloading in front of the Insular Life building and below the City Hall garden will be lifted. However, only one (1) PUJ unit at a time from La Trinidad is allowed to drop passengers in front of the Insular Life Building. Further, picking up of passengers is allowed only at the loading/unloading area below the City Hall garden whereby one (1) PUJ unit at a time is allowed. Waiting of passengers are strictly prohibited at the unloading areas.

PUJs from LISTT Areas

Number of other public utility jeepneys from the LISTT areas may be increased depending on the assessment of each LISTT PUJ Association Officials on their passenger/commuter demand. They shall maintain their temporary loading/staging areas at Shagem St., Otek St., Marcoville, Naguillian Road near Cooyeesan and PLDT Satellite Office, Rabbit Sink Hole, and Slaughter House with limited number of vehicles at any given time.

Other provisions of EO No. 27 series of 2022, section 3 shall be followed.




Taxis

Taxi units may operate from 6:00 a.m. to 6:00 a.m. the following day. Permitted Taxi Units PLYING WITHIN THE CITY OF BAGUIO ONLY shall follow the temporary number coding scheme as follows:

Special Taxis may be contacted through online digital platforms/taxi-hailing applications.
PASSENGERS ARE ENCOURAGED TO ALWAYS ASK FOR THE FARE RECEIPT THAT MAY BE USED FOR CONTACT TRACING AND INCIDENCES OF LEFT BAGGAGE.
All passengers including drivers are urged to use surgical masks instead of cloth masks. Cloth masks may still be used on top of surgical masks as added protection. Plastic barriers between the driver and the front passenger should totally enclose the driver and shall always be maintained clean and disinfected. The allowed seating capacity for taxis plying within the City shall be 100%.

Parking for Motorcycle and Bicycles

The following areas shall be allowed/used as temporary parking for motorcycles and bicycles for the duration of the Modified General Community Quarantine:
  • Governor Pack Road across BCPO – Compac 4 Office.
  • Shanum Street near Baguio Orchidarium and Tourist Police, parking time will be from 06:00 AM to 06:00 PM only.
  • Along Lapu-Lapu Street at the rear portion of Jollibee Magsaysay previously occupied by Holyghost PUJs. Parking time will be from 06:00 AM to 06:00 PM only.
  • Additional parking space for bicycles only: Malcolm Square, Post Office Loop, and at City Hall Gate fronting Insular Life Building.



All Road Side Parking

Roadside parking is only allowed within the demarcation lines for the implementation of City Ordinance No. 68 series of 2020, “Regulating the use of certain roads/streets within the Central Business District in the City of Baguio.”
Likewise, the whole stretch of Otek Street, Salvosa Drive, Bautista Drive, Veteran’s Loop, Diego Silang, Claudio Street, Carantes Street, Fernandez Drive, Gov. Pack Road, Upper Kayang Street, Shagem Street, Dagohoy Street, and Happy Queen Loop, shall be primarily and temporarily used as PUJ loading/staging areas.

Interzonal Transportation

All provisions of the Executive Order Number 23, series of 2022, “An Order Updating the Travel Protocols for the City of Baguio,” shall be implemented for the interzonal routes.
