Planning to Go to Elyu? Here are the Guidelines on Border Entries in the Province of La Union
Planning to enter Elyu or the Province of La Union?
There are guidelines and set of requirements needed to be followed and presented whether you are a returning resident from work or business or a tourist or simply a person passing through.
Through Executive Order No. 35 s. 2020 or the “Establishing New Guidelines on Border Entries During the Implementation of Extended Modified General Community Quarantine in the Province of La Union,” signed by Provincial Governor Francisco Emmanuel Ortega III on November 4, 2020; the guidelines on border entries in the province has been provided.

Guidelines on Border Entries in La Union
Interzonal and Intrazonal Movement
Interzonal Movement
- Movement of people, goods and services between provinces, highly urbanized cities, and independent component cities under different community quarantine classification
- Movement to and from areas under granular lockdowns shall be considered as interzonal movement even if within the same province or highly urbanized city
Intrazonal Movement
- Movement of people, goods and services between provinces, highly urbanized cities, and independent component cities under the same community quarantine classification, without transiting through an area placed under a different classification
Note:
- National Capital Region shall be considered as one area
Movement of Authorized Persons Outside their Residences (APOR)
Movement of the following APORs within and across areas placed under any form of community quarantine shall be permitted:
- Health and emergency frontline services personnel
- Government officials and government frontline personnel
- Duly authorized humanitarian assistance actors
- Persons traveling for medical or humanitarian reasons
- Persons going to the airport for travel abroad
- Anyone crossing zones for work or business permitted in the zone of destination and going back home
Also be considered as APORs:
- Returning repatriated OFWs and other Overseas Filipinos (OFs) returning to their places of residence
- Other persons transported through the efforts of the national government upon observance of the necessary quarantine protocols and with the concurrence of the receiving LGUs
Note:
- Authorized shuttle services shall be allowed to travel within and across areas placed under any form of community quarantine, with priority given to persons rendering health and emergency frontline services
Requirements on Border Entries in La Union for APORSs
Returning Residents from Work or Business
- LU Health Declaration Form or NAPANAM QR Code
- Company ID or Certificate of Employment
- Travel Order/Mission Order from company/government agency
- Or any proof of official business with inclusive date of travel
- In the case of delivery cargoes Delivery Manifests should be presented in border checkpoints
- If a resident is returning from MECQ or ECQ Areas, Negative RT-PCR Test Results shall be presented
- If none, the resident shall be confined at the LGU isolation facility for testing and isolation until the results of the test are released
Returning Residents from Non-Official Travel
- LU Health Declaration Form or NAPANAM QR Code
- Company ID or Certificate of Employment
- Travel Authority from PNP
- Health Certificate from Local Health Office
- If a resident is returning from MECQ or ECQ Areas, Negative RT-PCR Test Results shall be presented
- If none, the resident shall be confined at the LGU isolation facility for testing and isolation until the results of the test are released
Non-Resident Entering the Province of La Union for Work or Business
- LU Health Declaration Form or NAPANAM QR Code
- Company ID or Certificate of Employment
- Travel Order/Mission Order from company/government agency
- Or any proof of official business with inclusive date of travel
- In the case of delivery cargoes Delivery Manifests should be presented in border checkpoints
- Negative RT-PCR Test Results shall be presented
- If a non-resident is returning from MECQ or ECQ Areas, Negative RT-PCR Test Results shall be presented
Health, Emergency and Government Frontline Personnel
- LU Health Declaration Form or NAPANAM QR Code
- Company ID or Certificate of Employment
- Travel Order/Mission Order from company/government agency
- Or any proof of official business with inclusive date of travel
Humanitarian Assistance Actors
- LU Health Declaration Form or NAPANAM QR Code
- Company ID or Certificate of Employment
- Travel Authority from PNP
- Certification from Local Government Unit of Destination or Any Equivalent Document
Returning Overseas Filipino
- LU Health Declaration Form or NAPANAM QR Code
- Negative RT-PCR Test Results shall be presented
- Negative RT-PCR results (issued within 3 days before actual arrival in La Union). If more than 3 days, ROF/OFW is considered LSI and shall present other necessary documents according to the preceding section
- Passport
- Bureau of Quarantine Certificate
- If ROF presented the BOQ Certificate of Recovery in lieu of Negative RT-PCR results, ROF must be isolated in the LGU isolation facility for testing
Persons Traveling for Medical Reasons
- LU Health Declaration Form or NAPANAM QR Code
- Government Issued ID
- Proof of Appointment from Hospital of Destination or Any Equivalent Document
Movement of Persons Not Authorized Outside their Residences (Non-APORs)
- The INTERZONAL movement of non-APORs between areas placed under GCQ and MGCQ for any purpose shall be permitted
- The INTRAZONAL movement of non-APORs for any purpose shall be permitted
- The INTERZONAL movement of non-APOR between areas placed under MGCQ and New Normal for any purpose shall be permitted subject to the regulations to be imposed
- All regulations on the movement of APORs and Non-APORs to be imposed by the component Local Government Units (LGUs) of the Province shall be submitted to the DILG
Requirements on Border Entries for Non-APORSs
Tourists (From Region 1 and Baguio City)
- LU Health Declaration Form or any pass that may be required by the Department of Tourism (DOT)
- Government Issued ID
- Travel Authority from PNP
- Negative RT-PCR Test Results shall be presented
- Negative RT-PCR or Antigen test results (within 3 days before actual arrival in La Union).
- If none, visiting tourists will not be allowed to enter the Province
- Booking confirmation
Traveling for Personal Reason
- LU Health Declaration Form or NAPANAM QR Code
- Government Issued ID
- Travel Authority from PNP
- Health Certificate from Local Health Office
- Negative RT-PCR Test Results shall be presented
- If a person is coming from MECQ or ECQ Areas, Negative RT-PCR Tet Results shall be presented
All APORs and Non-APORs who are Entering Any of the Established Borders of the Province and are Only Passing Through
Persons Passing Through
- LU Health Declaration Form or NAPANAM QR Code
- Travel Authority from PNP
- If a person is returning from MECQ or ECQ Areas, a Medical Certificate should be presented
- Persons passing through La Union will be given a maximum of three (3) hours to cross border QCPs
