National ID System Registration Starts Today in 32 Provinces, Baguio Not Yet Included
Today (Monday), October 12, 2020 is the start of the National ID System registration in thirty-two (32) provinces in the country which are considered as low-risk areas for coronavirus disease 2019.
In 2018, the National ID System was signed into law with the aim to provide each Filipino a unique number and an ID card. This is to make it easier for Filipinos, particularly the poor, to have access to the banking system and other services.
“Everyone will eventually be registered under PhilSys (Philippine Identification System). However, we aim to register low-income households first, to improve the targeting and distribution of government aid. We will start in provinces which more or less belong to the bottom 40 percent of the population in terms of income.”

On Sunday, October 11, 2020, the Philippine News Agency revealed that Philippine National Police (PNP) chief Gen. Camilo Cascolan has already ordered all police commanders to help secure the registration.
The National ID System Registration
Registration Process
Here’s the three-part registration process as provided by the Philippine News Agency and the Philippine Statistics Authority:
- Data-gathering
- The PSA has hired at least 5,000 personnel to interview and collect data
- PSA enumerators registration officers will go house-to-house
- They will collect demographic information of a select sample of low-income household heads
- They will record the data through digital tablets
- The information will then be sent directly to a secured PhilSys database
- Registrants will be issued an appointment slip
- Visit the designated centers for the biometrics
- Issuance of the National ID

The National ID
The National ID will contain the following details:
- PhilSys number
- Full name
- Facial image
- Sex
- Date of birth
- Blood type
- Address of the concerned individual
The 32 Provinces
The first wave of the registration would be in the following provinces:
- Ilocos Sur
- La Union
- Pangasinan
- Cagayan
- Isabela
- Bataan
- Bulacan
- Nueva Ecija
- Pampanga
- Tarlac
- Zambales
- Batangas
- Cavite
- Laguna
- Quezon
- Rizal
- Albay
- Camarines Sur
- Masbate
- Antique
- Capiz
- Iloilo
- Negros Occidental
- Bohol
- Cebu
- Negros Oriental
- Davao De Oro
- Davao del Norte
- Davao del Sur
- Davao Occidental
- Leyte
- Tawi-tawi
According to the update provided by the Philippine News Agency, the registration for the residents of other areas will start next year. The aim of PSA is to register an estimated five million (5M) low-income Filipinos by the end of the year and about ninety-two million (92M) by June 2022.
