Luis Maintains Strength East of Quezon; Signal No. 1 Raised in Parts of Luzon

Tropical Depression Luis maintained its strength while moving northwestward over the sea east of Quezon Province, PAGASA said late Sunday morning, August 2, 2026. Signal No. 1 remains raised over several areas in Luzon, while the Southwest Monsoon may bring stronger winds to more areas beginning Monday.

According to PAGASA’s Tropical Cyclone Bulletin No. 3 issued at 11:00 AM, the center of Tropical Depression Luis was estimated at 400 kilometers east of Infanta, Quezon as of 10:00 AM.

Luis has maximum sustained winds of 55 kilometers per hour near the center, gustiness of up to 70 kilometers per hour, and a central pressure of 1002 hectopascals.

It is moving northwestward at 15 kilometers per hour.

Signal No. 1 Areas

Tropical Cyclone Wind Signal No. 1 is raised over:

– Polillo Islands

– Camarines Norte

– Northern portion of Camarines Sur

– Catanduanes

Areas under Signal No. 1 may experience strong winds that may bring minimal to minor impacts.

PAGASA said the possibility of raising Signal No. 2 is not ruled out.

Baguio City and Benguet are not under any tropical cyclone wind signal based on the 11:00 AM bulletin.

Habagat and Wind Conditions

PAGASA said the Southwest Monsoon and the outer circulation of Luis may bring strong to gale-force gusts over several areas, especially in coastal and upland areas exposed to winds.

Residents in Baguio City, Benguet, and nearby mountain areas are advised to monitor local advisories, especially as the Southwest Monsoon may affect most of Luzon beginning Monday.

Heavy Rainfall Outlook

PAGASA advised the public to refer to Weather Advisory No. 3 issued at 11:00 AM for the heavy rainfall outlook due to Tropical Depression Luis and the Southwest Monsoon.

Residents in areas prone to flooding, landslides, mudslides, rockslides, and flash floods are advised to monitor rainfall advisories and follow instructions from local authorities.

Sea Conditions

Moderate to rough seas may affect several coastal waters within the next 24 hours.

Waves may reach up to 2.5 meters over the northern seaboards of Camarines Norte, Camarines Sur, and Catanduanes, as well as the eastern seaboard of Davao Oriental.

Waves may also reach up to 2.0 meters over the seaboard of Isabela, the eastern seaboards of mainland Cagayan, Catanduanes, and Davao Occidental, and the northern seaboard of Aurora.

Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures and avoid sailing if possible.

Track and Intensity Outlook

Luis is forecast to continue moving generally northwestward in the next 24 hours before turning east northeastward for the rest of the forecast period.

PAGASA said the center of Luis is expected to remain over the Philippine Sea. However, a westward shift in the forecast track may result in landfall or a close approach to Northern or Central Luzon.

Luis may intensify into a tropical storm within the next 24 hours while moving over the sea east of Central Luzon. It is expected to remain a tropical storm only for a short period before weakening as it turns east northeastward.

PAGASA said Luis may become a remnant low by Wednesday, August 5, before being absorbed into the circulation of Typhoon Dolphin.

The next tropical cyclone bulletin will be issued at 5:00 PM today.
