Kiyapo Now Severe Tropical Storm; Benguet Experiencing Moderate to Heavy Rains

Kiyapo has intensified into a severe tropical storm as it moves away from the Babuyan Islands, PAGASA said Friday evening, July 24, 2026. Benguet remains under Tropical Cyclone Wind Signal No. 1, while PAGASA Northern Luzon reported moderate to heavy rains over the province.

According to PAGASA’s Tropical Cyclone Bulletin No. 13 issued at 8:00 PM, the center of Severe Tropical Storm Kiyapo was estimated over the coastal waters of Calayan Island, Calayan, Cagayan as of 7:00 PM.

Kiyapo had maximum sustained winds of 95 kilometers per hour near the center, gustiness of up to 130 kilometers per hour, and a central pressure of 985 hectopascals.

It was moving west northwestward at 25 kilometers per hour.

Signal No. 3 Areas

Tropical Cyclone Wind Signal No. 3 is raised over the western portion of Babuyan Islands, particularly:

• Calayan Island
• Dalupiri Island
• Fuga Island

Areas under Signal No. 3 may experience storm-force winds that may bring moderate to significant impacts to life and property.

Signal No. 2 Areas

Tropical Cyclone Wind Signal No. 2 is raised over:

• Batanes
• Rest of Babuyan Islands
• Northern portion of mainland Cagayan
• Northern portion of Apayao
• Northern portion of Ilocos Norte

Signal No. 1 Areas

Tropical Cyclone Wind Signal No. 1 remains raised over:

• Rest of mainland Cagayan
• Isabela
• Quirino
• Nueva Vizcaya
• Rest of Apayao
• Abra
• Kalinga
• Mountain Province
• Ifugao
• Benguet
• Rest of Ilocos Norte
• Ilocos Sur
• La Union
• Northern and central portions of Aurora

Residents in Benguet and nearby mountain areas are advised to secure loose outdoor objects, especially in exposed and upland locations.

Heavy Rainfall Warning

In Heavy Rainfall Warning No. 6 issued at 8:00 PM, PAGASA Northern Luzon placed Ilocos Norte under Red Warning due to Severe Tropical Storm Kiyapo.

PAGASA said serious flooding and landslides are expected in flood-prone and landslide-prone areas in Ilocos Norte.

An Orange Warning is raised over parts of Cagayan and Apayao, where flooding and landslides are still threatening in flood-prone and landslide-prone areas.

A Yellow Warning is also raised over parts of Cagayan, the rest of Apayao, Abra, and parts of Ilocos Sur, where flooding and landslides are possible.

Moderate to Heavy Rains Over Benguet

PAGASA Northern Luzon also reported moderate to heavy rains over several areas, including:

• Batanes
• Rest of Cagayan
• Kalinga
• Mountain Province
• Benguet
• La Union
• Parts of Pangasinan
• Parts of Ilocos Sur
• Parts of Aurora
• Alfonso Castañeda, Nueva Vizcaya

These rains may persist within 2 to 3 hours and may affect nearby areas.

Light to moderate rains are also expected over the rest of Pangasinan, Ifugao, parts of Nueva Vizcaya, and parts of Isabela within the next 2 to 3 hours.

Residents along mountain slopes are advised to take precautionary measures against possible landslides, mudslides, rockslides, and flash floods.

Sea Conditions

A Gale Warning remains in effect over the northern seaboard of Northern Luzon.

Very rough seas may affect the seaboards of Batanes and Babuyan Islands, where waves may reach up to 5.5 meters.

Sea travel is risky for all types of vessels in these areas. Mariners are advised to remain in port or seek shelter until winds and waves subside.

Track and Intensity Outlook

Kiyapo is forecast to continue moving west northwestward over the West Philippine Sea until Saturday, July 25, before turning northwestward to northward toward southern mainland China.

PAGASA said Kiyapo may exit the Philippine Area of Responsibility late Friday evening or early Saturday morning.

Kiyapo is expected to continue intensifying over the West Philippine Sea and may reach typhoon category before making landfall over southern mainland China.

The next tropical cyclone bulletin will be issued at 11:00 PM today.
