Luis Weakens Slightly; Benguet Included in Heavy Rainfall Outlook

Tropical Depression Luis slightly weakened while moving northward over the Philippine Sea east of Isabela, PAGASA said late Monday morning, August 3, 2026. While Benguet is not under any tropical cyclone wind signal, the province is included in the 50 to 100 mm rainfall outlook due to Luis.

According to PAGASA’s Tropical Cyclone Bulletin No. 9 issued at 11:00 AM, the center of Tropical Depression Luis was estimated at 165 kilometers east of Echague, Isabela as of 10:00 AM.

Luis had maximum sustained winds of 45 kilometers per hour near the center, gustiness of up to 55 kilometers per hour, and a central pressure of 1004 hectopascals.

It was moving northward at 15 kilometers per hour.

Areas under Signal No. 1 may experience strong winds ranging from 39 to 61 kilometers per hour, with minimal to minor impacts possible.

Baguio City and Benguet are not under any tropical cyclone wind signal based on the 11:00 AM bulletin.

Heavy Rainfall Outlook

In Weather Advisory No. 7 issued at 11:00 AM, PAGASA said heavy rainfall may affect several areas due to Tropical Depression Luis.

From today until Tuesday noon, August 4, rainfall may reach:

From Tuesday noon to Wednesday noon, August 5, rainfall of 50 to 100 mm may still affect Benguet, along with Ilocos Sur, Nueva Vizcaya, Aurora, Nueva Ecija, Bulacan, Pampanga, Metro Manila, Cavite, Batangas, Laguna, and Rizal.

PAGASA said rainfall may be higher in mountainous and elevated areas. Impacts may also be worsened in areas that already experienced significant rainfall.

Residents in Baguio City, Benguet, and other mountain areas are advised to monitor rainfall warnings and take precautions against possible landslides, mudslides, rockslides, flash floods, and flooding.

Habagat Effects

PAGASA said the Southwest Monsoon and the outer circulation of Luis may bring strong to gale-force gusts over most of Luzon and Visayas today and Tuesday, August 4.

By Wednesday, August 5, these conditions may affect most of the country.

Residents are advised to secure loose outdoor objects and continue monitoring local weather advisories.

Sea Conditions

Moderate seas may affect several coastal waters within the next 24 hours.

Waves may reach up to 2.5 meters over the seaboard of Isabela, the northern and eastern seaboards of Polillo Islands, the northern seaboard of Camarines Norte, the eastern seaboard of Davao Oriental, and the northeastern seaboard of Aurora.

Motorbancas and similarly sized vessels are advised to take precautionary measures and avoid sailing if possible.

Track Outlook

Luis is forecast to move generally northwestward and may make landfall or pass close to Northern Luzon tonight or early Tuesday morning, August 4.

Afterwards, PAGASA said Luis may sharply turn east northeastward while moving away from the Philippine landmass.

The forecast track remains highly uncertain and may still change in succeeding bulletins.

Luis is expected to remain a tropical depression for most of the forecast period and may weaken into a remnant low by Wednesday, August 5, before being absorbed into the circulation of Tropical Cyclone Dolphin.

The next tropical cyclone bulletin will be issued at 2:00 PM today.
