Baguio City’s Temporary Transport Scheme for the Month of December
The Public Information Office – City of Baguio has just released an advisory “on the Temporary Transportation Plan in Baguio City from December 1 to 31, 2020, unless shortened due to changes in quarantine classification.”
The Advisory on the Temporary Transportation Plan
As stated on the advisory, the Baguio Traffic and Transport Technical Working Group has proposed a Temporary Transportation Scheme for the City of Baguio to take effect starting December 1, 2020 to December 31, 2020, unless the same is shortened due to changes in quarantine classification.
It is pursuant to Section 5 of Executive Order No. 95, an Executive Order Prescribing General Guidelines For the City of Baguio While It Is Under Modified General Community Quarantine (MGCQ).
The Temporary Transport Scheme
Here’s the Temporary Transport Scheme as published by the PIO Baguio. Be guided accordingly.
PRIVATE VEHICLES and MOTORCYCLES
The Baguio City Number Coding Scheme (City Ordinance Numbered 01 s. 2003) is in effect and applies to all private vehicles and motorcycles traveling within the City of Baguio:

- 1 – 2 MONDAY
- 3 – 4 TUESDAY
- 5 – 6 WEDNESDAY
- 7 – 8 THURSDAY
- 9 – 0 FRIDAY
In addition to the exemption under Section 6 of the COB 01 s of 2003, the following shall likewise be exempted as stated in Section 5, (E) of EO No. 95 series of 2020:
1. Health workers and members of the Baguio City Contact Tracing Team;
2. Uniformed personnel of the AFP, PNP, BFP, PCG, BJMP, and BUCOR;
3. Service providers in emergency and disaster management;
4. Utility services for water, electricity, telecommunications, and waste management; and
5. Those persons as may be authorized by the local COVID-19 IATF;
PUBLIC UTILITY JEEPNEYS (PUJs)
Public Utility Jitneys (PUJs) are exempt from the temporary number coding scheme from November 1, 2020 until further notice;
Further, PUJs may operate from 5:00 a.m. to 10:00 p.m, provided, they carry only up to 50% of vehicle passenger capacity, Monday to Sunday;
Initially, 899 PUJs units per day are allowed to operate, but this number may be increased according to commuter/passenger demand. Such number of additional units shall be determined by each association president and still be subject to the issuance of BCPO green permit. BCPO issued special permits (green permit) will still be valid until further notice.
BCPO, LTFRB and LTO shall ensure that drivers and operators have the following documentary requirements:
- LTFRB issued Special Permit; and
- BCPO issued permit (green permit);
Those who operate without the requisite documents may face sanctions as provided in applicable laws, ordinances or issuances,
366 BCPO Special Permits were issued to PUJs from LISTT areas. They shall maintain their temporary loading/staging areas at Shagem St., Otek St., Marcoville, Naguillian Road near Coyeesan and PLDT Satellite Office, and Slaughter House with limited number of vehicles at any given time.
PUJ operators and drivers must ensure that their passengers follow all Covid-19 safety protocols, such as but not limited to, wearing of face masks for the duration of the trip.
NOTE: Due to the decreased PUJ seating capacity at 50% as mandated by the National IATF in observance of the physical distancing, income of PUJ drivers and Operators are likewise reduced. They are encouraged to observe, but not to make compulsory, the Tip Box Ordinance of the City to lessen their burden (City Ordinance Numbered 71 series of 2020).
CARGO AND DELIVERY TRUCKS

TAXIS
Taxi units may operate from 6:00 a.m. to 6:00 a.m. the following day. They shall implement a “No Face Mask, No Ride” policy, and shall use a passenger logbook for contact tracing, in addition to provisions provided in LTFRB MC No. 2020-018, and other health and safety measures prescribed by the LTFRB, Department of Transportation and the City Government, through the BTTTWG. Permitted Taxi Units shall follow the temporary number coding scheme stated below.
Special Taxis may be contacted through online digital platform/taxi-hailing applications.
PASSENGERS ARE ENCOURAGED TO ALWAYS ASK FOR THE FARE RECEIPT THAT MAY BE USED FOR CONTACT TRACING AND INCIDENCES OF LEFT BAGGAGE.

To address the lack of public utility transport during rush hours in the afternoon, the number coding scheme for taxis is LIFTED from 05:00PM in the afternoon to 06:00AM the following morning.
PARKING FOR MOTORCYCLE AND BICYCLES
The following areas/locations shall be allowed/used as “temporary” parking for motorcycles and bicycles for the duration of the Modified General Community Quarantine:
- Whole stretch of Lake Drive (fronting Gansa Restaurant to Solibao Restaurant). Two-way traffic shall be maintained thereat, all entry/exit points for restaurants and Melvin Jones shall be kept open and no parking at pedestrian lanes. Parking time will be from 06:00 AM to 06:00 PM only.
- Stretch of Calderon Street along Sky World right after the pedestrian lane to Diego Silang junction and parking time will be from 09:00 AM to 04:00 PM only.
- Along Lapu-Lapu Street, at the rear portion of Jollibee Magsaysay previously occupied by Holyghost PUJs. Parking time will be from 06:00 AM to 06:00 PM only.
- Additional parking space for bicycles only: Malcolm Square, Post Office Loop, and at City Hall Gate fronting Insular Life Building.
ALL ROAD SIDE PARKING
Road side parking are only allowed within the demarcation lines for the implementation of City Ordinance No. 68 series of 2020, “Regulating the use of certain roads/streets within the Central Business District in the City of Baguio.”
Likewise, whole stretch of Otek Street, Salvosa Drive, Bautista Drive and Lower Shagem shall be primarily and temporarily used as PUJ loading/staging areas.
INTERZONAL TRANSPORATION
Public Utility Vehicles for inter-zonal transportation may not operate until Guidelines by the City Government are issued.
