PSA Rolls Out Philippine Identification System Registration in CAR



The Philippine Identification System or PhilSys

The aim of the Philippine Identification System Act or the Republic Act No. 11055 is to establish a single national identification system for all citizens and resident aliens of the Republic of the Philippines. It was signed into law by President Rodrigo Duterte in August 2018.

The Philippine Identification System also known as PhilSys provides valid proof of identity. According to the Philippine Statistics Authority (PSA), the PhilSys is expected to simplify public and private transactions.

“As a foundational digital ID system, the PhilSys will transform how services are delivered and accessed in the Philippines, and accelerate our transition to a digital economy, including to enable presenceless, paperless and cashless transactions,” stated the PSA.

The PhilSys registration is said to be covered by the data privacy law.

PhilSys Registration in CAR Begins

The PSA has rolled out the registration for PhilSys in the Cordillera Administrative Region (CAR) on Monday, January 18, 2021, and it will last until March 31, 2021.

According to the Philippine News Agency (PNA), a newswire service of the Philippine government, PSA-CAR Regional Director Villafe Alibuyog revealed that they are expecting to register more than 279,000 residents for the first phase of the PhilSys registration.

For Step 1, PSA-authorized data collectors or enumerators will be gathering information house-to-house. According to Alibuyog, the PSA-enumerators will get the basic demographic data of a person such as:

  • Full name
  • Sex
  • Date and place of birth
  • Blood type
  • Permanent and present address
  • Nationality
  • Marital status (optional)
  • Mobile phone number (optional)
  • Email address (optional)

Furthermore, a person will also be asked to present supporting documents as proof of identity. These are some examples of the said supporting documents:

  • PSA-issued copy of birth certificate or
  • Government-issued IDs or
  • Passport
