Paracelis Mountain Province Mayor Declares Lockdown Over Barangay Bananao


Relative to the second COVID-19 case recorded in Mountain Province, Mayor Marcos Ayangwa ordered placing Barangay Bananao in the Municipality of Paracelis under lockdown effective 6:00 PM  today, July 12, 2020.

Through Executive Order No. 2020-23, Mayor Ayangwa declared lockdown over Barangay Bananao after the swab test of one of its locally stranded individuals (LSIs) who came from Manila yielded a positive result for COVID-19 today.

According to the same EO, the municipal mayors orders the following:

  1. Entry to and exit from Brgy. Bananao is hereby prohibited for any and all reasons, except, medical emergencies requiring immediate medical assistance by the medical facilities outside the Sitio.
    • Medical emergencies which exhibit symptoms of COVID-19 shall only be allowed upon the discretion of the Municipal Health Officer and/or Local Chief Executive pursuant to whatever guideline applicable
  2. Within the barangay and during the pendency of the lockdown, all issuances relative to social distancing, prohibition of mass gatherings, curfews, home quarantines, shall remain in full force and effect
  3. A liquor ban is hereby imposed and residents are not allowed to go out of their home for the duration of the lockdown with exception to those who will be issued with Quarantine Passes by the barangay to one member per family who would be allowed to buy basic goods and necessities at a designated area.
  4. That all previously issued travel passes to residents of Barangay Bananao are hereby canceled and for all checkpoints to confiscate the same if presented
  5. Violators of this prohibition on entry and exit shall be prosecuted for all applicable laws, statutes, and ordinances.
    • i.e. Revised Penal Code Provision on Disobedience to an agent of a person in authority, Quarantine Law, Ordinance imposing general Curfew, Provincial Ordinance on the mandatory wearing of facemasks, etc.
  6. The Barangay Officials of Brgy. Bananao and the personnel of the Philippine National Police and together with the Municipal Government are hereto directed to implement the above-given measures, with the authority to cause the prosecution of violators of the same
  7. The lockdown status shall commence upon approval of this Executive Order and to last until further notice. However, the Local Chief Executive reserves the right to extend such lockdown status beyond the given period, should future assessments deem any extension necessary.
