[UPDATED] New Transport System Launched in Baguio to Protect Cargo Movements




The Transport Pre-Alert & Support System or simply called the T-PASS has been launched in the City of Baguio just earlier this morning of September 23, 2020 (Wednesday).

T-PASS is a system that will protect goods or cargo by monitoring its movement and it also allows the ease of movement from origin to destination. And according to the Public Information Office of the City of Baguio, the system also helps in preventing the spread of COVID-19.

Baguio City Mayor Benjamin Magalong, Vice Mayor Faustino Olowan, and the President and Chief Executive Officer of Dynamic Outsource Solutions, Inc. (DOS-1), Mr. Edgardo Cayton, are among the personalities present on the launch of the said system.

On the launching of  T-PASS, Baguio City Mayor Benjamin Magalong has mentioned the issues the city is facing with regards to its control measures and containment measures and among these issues is human smuggling.

“We are also having some issues with regards to human smuggling especially those who are from the lowlands coming into Baguio and they have a better way of coming up to Baguio without passing through our control system. And this system that is now being introduced to us by the group of Mr. Gary Cayton that can enhance our existing measures and at the same time improve further our containment system in the City of Baguio.”

For the past five days, the city has been experiencing a gradual increase in the number of cases. Thus, Mayor Magalong said, “…one way of containing all of this is again to make sure that we have an effective monitoring, surveillance, and control measures at our different checkpoint.”

The T-PASS Project

Mr. Edgardo Cayton stated that they want to help the government to be more efficient in its own contact tracing activities. Although there is already an efficient preventive system and that there are already checkpoints all over the city, he said that there might be something else they can do.

Without an organized tracking mode system the city gets clogged because of deliveries of small and large containers. There’s no way of determining how many of these people are coming in, when are they coming in, what are they bringing, and who are they carrying with them.

“Generally it’s a concept where we are able to help the LGU with his contact tracing and later with the data that they get maybe they can begin to plan how do you manage the logistics system inside the city,” said Mr. Cayton.

According to Mr. Cayton, Baguio City is the “model”, the first to receive this kind of technology in the entire country.

How Does T-PASS Work?

T-PASS uses a completely digital registration and checkpoint system so that you get a more detailed and accurate picture of your cargo’s journey.

T-PASS Process Flow

Start

  • Company/Forwarder registers vehicle and submits requirements
  • LGU/Government agency verifies the list of vehicles and requirements
  • Company/Forwarder provides pre-alert information at least 24 hours before scheduled departure

If Registered

  • Company/Forwarder inputs details of the shipment
  • QR Code is generated and printed
  • Vehicle commences with delivery
  • QR Code is scanned at checkpoints
  • Vehicles proceeds through the next checkpoints
  • Company/Forwarder delivers shipment and books return trip to the origin with new shipment details

In preparation for the implementation of the program, the Public Information Office of the City of Baguio stated that there will be an orientation on the system among trucking, hauling, and other logistics companies.
