Negative RT-PCR results required for APORs entering Baguio City




The City Government of Baguio, through Executive Order no. 95, mandates APOR’s, specifically those unvaccinated, entering Baguio City to have proof of negative RT-PCR tests as part of their documentary requirement. This is if the APOR’s are coming from areas under ECQ, MECQ and GCQ with heightened restrictions.

The new executive order is a supplement amending Section 2 of Executive order 79. The supplemental provisions for EO 79 contained in Executive Order 95 now includes the following guidelines:

Non-resident APORs traveling from places of origin classified as ECQ,       MECQ and GCQ with heightened restriction.




If fully Vaccinated in a legitimate facility outside Baguio

  • QR Code issued through a duly registered Health Declaration form at https://hdf.baguio.gov.ph/
  • COVID-19 domestic Vaccination Card issued by a legitimate vaccinating establishment or Certificate of Quarantine completion showing the holder’s vaccination status as issued by the Bureau of Quarantine.
  • Any documents as proof of (1) employment, business, or work related function in a permitted industry operating in Baguio City. (2) indispensable transaction (3) enrollment in an educational, instructional, or training institution with permitted face-to-face classes in the city.
  • Original or Certified true copy of a Travel Order issued by the Head of Office or his/her authorized designate, if applicable.

  If not fully vaccinated

  • QR Code issued through a duly registered Health Declaration form at https://hdf.baguio.gov.ph/
  • Any documents as proof of (1) employment, business, or work related function in a permitted industry operating in Baguio City. (2) indispensable transaction (3) enrollment in an educational, instructional, or training institution with permitted face-to-face classes in the city.
  • Original or Certified true copy of a Travel Order issued by the Head of Office or his/her authorized designate, if applicable.
  • Negative results of RT-PCR test conducted within seventy-two (72) hours prior to entry to Baguio City.

3. Pursuant to IATF-EID Resolution no. 98-A. Government sector APORs on official or authorized travel shall be exempt from testing requirements, provided, they present an Original or Certified True Copy of Travel Order issued by their Head of Agency of his/her authorized representative and they shall submit themselves for health screening at the Central Triage Unit.

The provisions of this said executive order will take effect immediately.

Entry of Non-APOR’s or those coming to Baguio City for leisure is still prohibited.
