[UPDATED] La Union Releases New Travel Guidelines for Inbound Travelers




The Provincial Government of La Union has released a new set of guidelines strengthening border control policies in municipalities under Modified Enhanced Community Quarantine (MECQ) status.

La Union Municipalities Under MECQ

As of April 8, 2021, the following municipalities were placed under MECQ status for being determined to have Critical Epidemic Risk Level with more than 50% of their barangays having new active cases:

  • Agoo
  • Aringay
  • Naguilian
  • Luna
  • Tubao

Additionally, on Saturday, two more municipalities were placed under MECQ from April 12 to 26, 2021:

  • Bangar
  • Bauang

As per Executive Order No. 10 series of 2021, the following border control policies will be implemented in the whole province until all of its component LGUs are declared under a lower community quarantine category.




Requirements for Inbound Travelers in La Union

The following are the requirements you need to present at any established border checkpoints of the La Union Province upon entry:

Update as of April 14, 2021

Pursuant to Executive Order No. 13-2021, ALL TRAVELERS who have already been vaccinated may present a COVID-19 Vaccination Certificate/Card in replacement of a negative RT-PCR result.

Residents

All residents with outbound travel shall register to the NAPANAM system and obtain a NAPANAM QR code a day before departure.

NOTE: Negative RT-PCR test result is required regardless of origin and duration of stay outside the province. If no negative RT-PCR result is presented, residents shall be accompanied to the nearest LGU isolation facility for testing and require him/her to undergo isolation until the release of test results.

Returning Overseas Filipinos

  • Negative RT-PCR results issued within 3 days before actual arrival in La Union
    • If none, the resident shall be accompanied to the nearest LGU isolation facility for testing and require him to undergo isolation until the release of RT-PCR test results
  • If ROF presented the BOQ Certificate of Recovery in lieu of Negative RT-PCR results, ROF must be isolated in the LGU isolation facility for testing and require him or her to undergo isolation until the release of RT-PCR test results




Drop and Go Driver

  • NAPANAM QR Code
  • Government-issued  ID to be surrendered at the border upon entry and to be claimed upon exit
  • Passengers shall comply with applicable requirements abovementioned

APORs/Non-APORs Passing Through the Province

All APORs and non-APORs who are entering through any of the established borders of the province and are only passing through are required to present the following:

  • NAPANAM QR code
  • Negative RT-PCR Test Results
  • Other documents required by intended place of destination such as, but not limited to:
    • IDs
    • Delivery form/receipts
    • Certificate of Employment, etc.

UPDATE AS OF April 14, 2021: In lieu of a negative RT-PCR test result and/or Vaccination Card, travelers passing through La Union may present other negative test results accepted by their place of destination such as Antigen Test, etc.

Humanitarian Assistance Actors

  • Company ID of Certificate of Employment
  • Certification from LGU of Destination or any equivalent document
  • Negative RT-PCR test result, issued within the last 30 days from testing

Leisure/Tourism

Traveling for the purpose of leisure is not allowed while the E.O. is in effect.
