CHED Permits 100% Online Classes in Baguio During Energy Emergency

The Commission on Higher Education (CHED) has issued Memorandum No. 17, Series of 2026, allowing colleges and universities to shift to up to 100% online classes as a temporary response to the national energy emergency.

The Commission on Higher Education (CHED) has released Memorandum No. 17, Series of 2026, permitting higher education institutions (HEIs) across the Philippines to implement flexible learning options, including full online class delivery.

The directive follows the declaration of a national energy emergency, which has led to rising fuel costs and operational challenges across various sectors, including education.





In recent days, many commuters have experienced longer waiting times and limited transportation options, with reports of long queues at jeepney terminals as higher fuel prices affect daily operations. CHED said the move aims to ensure the continuity of learning while supporting nationwide efforts to conserve energy.

Up to 100% Online Classes Allowed

Under the advisory, HEIs may adopt up to 100% online learning delivery when necessary. This is considered a temporary arrangement and must meet the following conditions:

  • The institution has the capacity to conduct online classes
  • Students have access to devices and internet connectivity
  • Proper notification is submitted to the CHED Regional Office

CHED clarified that this policy builds on existing flexible learning guidelines and does not introduce new regulatory requirements.

However, the commission emphasized that shifting fully online does not automatically classify institutions as providers of formal online distance education programs.




Onsite Requirements for Certain Courses

CHED maintained that some academic components cannot be fully shifted online.

  • Laboratory and skills-based courses must still be conducted onsite or through appropriate alternatives
  • Institutions must ensure that learning outcomes are not compromised

This ensures that students continue to receive the required practical training despite adjustments in class delivery.




Energy Conservation and Student Welfare

HEIs are also expected to align their operations with national energy-saving measures. This includes:

  • Implementing resource optimization strategies
  • Strengthening digital infrastructure for online learning
  • Providing psychosocial support and guidance services for students

CHED highlighted the importance of maintaining student well-being during the transition to flexible learning setups.

Effectivity of the Advisory

The advisory will remain in effect until the end of Academic Year 2025–2026, including the summer term.

CHED said another advisory will be issued before the start of the next academic year to provide updated guidance.
