Baguio Sets ₱75 Monthly Household Garbage Fee, Issues Implementation Notice

Excerpt: Baguio’s implementation notice explains where households should pay garbage fees and how businesses’ September to December 2026 balances will be assessed. Here are the rates, discounts, and penalties prescribed under Ordinance No. 69, Series of 2026.

Baguio City has issued a Notice of Implementation for revised garbage fees under City Ordinance No. 69, Series of 2026, directing households to pay through their respective barangays and announcing a payment arrangement for commercial and business establishments.

The ordinance prescribes a ₱75 monthly household fee for households served by the city’s garbage collection system. Establishments have separate schedules based on their classification, size, or capacity.

The notice summarizes the payment arrangements, while the ordinance provides the detailed rates and conditions.

What the Ordinance Covers

Officially called the Garbage Fee Ordinance of 2026 of the City of Baguio, the measure covers:

  • Commercial establishments, institutions, and business enterprises operating within Baguio City
  • Households and residential units served by the city’s garbage collection system
  • Other entities or facilities generating solid waste within the city

The City Council passed the ordinance on July 13, 2026, and Mayor Benjamin Magalong approved it on July 29, 2026, according to the certification accompanying the supplied copy.

The ordinance supports Baguio’s Ten-Year Solid Waste Management Plan for 2025–2034. Its objectives include reducing waste, supporting recycling and resource recovery, improving waste management facilities, recovering collection and disposal costs, and strengthening barangay participation.

Household Payments Go Through the Barangay

Under Section 4, Item 12, households in barangays where garbage trucks collect waste and which are served by the city collection system have a prescribed fee of ₱75 monthly.

At that rate, a full year amounts to ₱900 before discounts or subsequent adjustments.

The implementation notice directs households to settle payments through their respective Barangay Local Government Units. It identifies the following payments that residents may make at their barangays:

  • September to December 2026 balances
  • Garbage fees for 2027 onwards

Residents who have already paid garbage fees for 2026 should present their payment records when confirming their remaining balance and how previous payments will be credited.

Section 5 authorizes the City Treasury to deputize barangay treasurers to collect from private residences, households, and apartment residents. It expressly states that deputized barangay treasurers may not collect from business proprietors.

Business Fees Depend on Classification and Capacity

Section 4 sets different monthly fees according to factors such as beds, rooms, seats, employees, enrollees, and vehicle capacity.

Examples include:

Establishment or classificationPrescribed monthly fee
Banks, offices, financial institutions, radio/TV stations, and call centers with 25 employees or fewer₱200
Restaurants, carinderias, eateries, and refreshment parlors with 15 seats or fewer₱400
Dormitories, boarding houses, and apartments with 10 beds or fewer₱400
Hotels with 25 rooms or fewer₱600
Junk shops₱600
Convenience stores₱400
Gasoline stations₱400
Other establishments not listed under Items 1–23₱200

The implementation notice summarizes commercial and institutional rates as ₱200 to ₱1,200 monthly. However, the ordinance’s detailed schedule includes additional capacity charges, so ₱1,200 should not be treated as an absolute maximum.

For example, hotels with 76 rooms have a prescribed fee of ₱1,200 monthly, plus ₱10 for each room exceeding 76. Other classifications also have additional charges above specified capacities. Private parks have a separate rate of ₱5 per customer.

An additional line of business conducted at the same location carries a separate charge equivalent to 25% of the main business’s garbage fee.

Business owners should confirm their classification and assessment with the City Treasury Office.

September to December Business Balances Will Be Assessed in 2027

According to the implementation notice, commercial and business establishments’ September to December 2026 garbage fee balances will be included in their 2027 Business Tax Assessment without penalties.

This carries the balances forward for assessment. It does not waive the fees themselves.

The arrangement is announced in the notice and is not expressly stated in the ordinance. The notice does not explain the applicable transition deadline or identify a separate issuance supporting the arrangement.

Businesses should confirm the amount and payment deadline reflected in their 2027 assessment with the City Treasury Office. The notice does not announce the same express penalty-free treatment for household balances.

Discounts for Annual and Quarterly Payments

Section 6 provides early-payment discounts for households and businesses:

Payment arrangementDiscountRequirement
Full-year payment10%Payment on or before April 20
Full-year payment by business owners10%Payment according to the business permit processing schedule under Tax Ordinance No. 2000-01
Quarterly payment5%Payment on or before the 20th day of the month following the end of each quarter

The quarterly deadlines described in the ordinance correspond to April 20, July 20, October 20, and January 20, covering the respective preceding quarters.

Taxpayers should confirm how these discounts apply to their assessment, particularly for balances covered by the transition arrangements.

Late Payments Carry a Surcharge and Interest

Section 6 provides for a 25% surcharge and 2% monthly interest on fees due when payment is not made within the prescribed period.

Although the implementation notice summarizes interest as continuing until full settlement, the ordinance includes an important limit: interest on the unpaid amount or portion may accrue for no more than 36 months.

These are the general late-payment provisions. The notice separately announces penalty-free inclusion of commercial and business establishments’ September to December 2026 balances in their 2027 assessment.

Confirm the Applicable Rate Before Paying for 2027

Section 8 provides that all rates will increase by 10% every three years, beginning in 2027. It also allows periodic review and further adjustments based on waste management strategies, disposal alternatives, implementation issues, and City Council directions.

The implementation notice displays the ₱75 household rate while also referring to payments for “2027 onwards.” It does not separately identify the adjusted 2027 rate.

Residents should therefore confirm their assessed rate for 2027 before making an advance payment, rather than assume that the displayed ₱75 rate will remain unchanged.

Barangays Receive a Share of Household Collections

Under Section 5, barangays collecting fees from their constituents receive a 50% share of collections.

Collection incentives can increase their total share:

Collection levelTotal barangay share
60%–69%55%
70%–79%60%
80%–89%65%
90%–99%70%
100%75%

The ordinance describes these incentives as performance-based rewards supporting the city’s solid waste management goals.

Follow the Designated Garbage Collection Schedule

Payment of garbage fees comes with continued responsibility to follow collection rules.

Under Section 9, the City General Services Office schedules collection days in coordination with barangay officials. Garbage must not be taken out of residences except on the designated collection day.

The ordinance sets the following penalties for bringing out garbage outside collection time, indiscriminate dumping, or violations of anti-littering laws:

OffensePenalty
First offenseWarning
Second offense₱1,500 fine
Third and subsequent offenses₱3,000 fine

Where to Ask About Your Assessment

For billing assessments and barangay collection procedures, the implementation notice directs the public to the City Treasury Office or their respective Barangay Hall.

Households can confirm their remaining 2026 balance, credits for previous payments, and applicable 2027 rate. Business owners can verify their classification, additional charges, discounts, and the treatment of their September to December 2026 balances.
