Proposal for P1.2 Billion Transport Hub in Baguio City – Passengers to Expect Additional P30 Fee for Amenities

The local government of Baguio City is considering a significant infrastructure project aimed at improving transportation within the city. A new P1.2 billion transport hub is proposed to be built, and the government is inviting public input to help shape the terms of this project. The hub will be constructed on land transferred to the city by the agriculture department in 2018.

Key Points of the Proposal

Project Overview:

  • Location: 5-hectare portion of a 10-hectare land.
  • Purpose: Transfer of south-bound buses from Gov. Pack road terminal to the new facility.
  • Scheme: Public-private partnership (PPP).

Operation and Lease:

  • Operator: Megawide Construction Corporation.
  • Duration: 40 years.
  • Lease Payments: Agreed rentals to the local government and 20% rental share to the agriculture department.

Costs for Bus Companies and Passengers:

    • Bus Companies: P7,500 per unit per month.
    • Passengers: P30 fee for amenities like ticketing booths, trollies, carts, clean comfort rooms, and free Wi-Fi.

Current Status:

    • Original Proponent Status (OPS): Conferred to Megawide by the local government.
    • Negotiations: Ongoing for 17 terms of reference (Open to Swiss Challenge)
    • Approval Process: Terms to be approved/rejected by the City Development Council (CDC) and the local legislative body within 120 days.

Development Context:

    • Location: Barangay Dontogan.
    • Significance: One of the local government’s major PPP projects, aligning with the national mandate for private sector participation in development projects.

Conclusion:

While the proposed P1.2 billion transport hub is a significant step forward for Baguio City’s infrastructure development, it’s essential to consider the added costs to passengers. The P30 fee for amenities, though beneficial, represents an additional expense that needs to be carefully evaluated to ensure affordability and acceptance among the public.
