PH Ranks 55th out of 167 Countries in Democracy Index



In the Democracy Index 2020 report of London-based think tank The Economist Intelligence Unit (EIU), the Philippines was ranked 55th out of 167 countries in the democracy index with an overall score of 6.56.

“The EIU Democracy Index provides a snapshot of the state of world democracy for 165 independent states and two territories.”

The Democracy Index is based on five categories:

  • electoral process and pluralism
  • civil liberties
  • the functioning of government
  • political participation
  • political culture

Furthermore, based on the countries scores on 60 indicators within the said categories, each country is classified as one of the following four types of regime (below are the number of countries in each type of regime):

  • Full democracy (scores greater than 8)
    • 23 Countries
  • Flawed democracy (scores greater than 6, and less than or equal to 8)
    • 52 Countries
  • Hybrid regime (scores greater than 4, and less than  or equal to 6)
    • 35 Countries
  • Authoritarian regime (scores greater than or equal to 4)
    • 57 Countries

Furthermore, the Philippines is one of the countries placed under flawed democracy.  And, flawed Democracy was defined as:

  • Countries have free and fair elections and, even if there are problems (such as infringements on media freedom), basic civil liberties are respected.
  • There are significant weaknesses in other aspects of democracy including problems in governance, an underdeveloped political culture, and low levels of political participation.

  • 2008: 6.12
  • 2010: 6.12
  • 2011: 6.12
  • 2012: 6.30
  • 2013: 6.41
  • 2014: 6.77
  • 2015: 6.84
  • 2016: 6.94
  • 2017: 6.71
  • 2018: 6.71
  • 2019: 6.64
  • 2020: 6.56
