NGCP raises Luzon Grid to Yellow and Red Alert



System operator National Grid Corporation of the Philippines (NGCP) placed the Luzon grid on yellow alert and red alert on Monday.

In a statement on Monday, NGCP reported that a total of 3,627 megawatts (MW) have been shaved off from the grid due to power plant outages, resulting in insufficient operating reserve. Seven (7) power plants are on forced outage while three (3) are running on derated capacities.




Luzon grid will be under yellow alert from 9:00 AM to 1:00 PM and
4:00 PM to 9:00 PM today, and under red alert from 1:00 PM to 4:00 PM.

Benguet Electric Cooperative (BENECO) also issued a power service advisory informing the public that NGCP is currently conducting automatic load dropping to normalize power in the grid. Because of this, there is a possibility that BENECO’s Lamut Sub-station will be affected from 1:00 PM onwards today.
As per inquiry with BENECO, the following areas are covered by Lamut Substation and may be affected by the NGCP load dropping:

    • Feeder 11:
      • La Trinidad: Parts of Ambiong LT (near Lamut) and whole of Beckel
      • Baguio City: Parts of Pacdal(Liteng, Maria Basa, Tiptop), Mines View Park, Gibraltar, Pucsusan, Lualhati Village, Outlook Drive, Lucnab
      • Itogon: Whole of: Tuding, Ucab, Gumatdang, Loacan
      • Parts of : Poblacion IT (Maligaya), Guesset
      • Bokod: Parts of Ambuklao


    • Feeder 13:
      • Baguio City: Outlook Drive, South Drive, Parts of Cabinet Hill-Teachers Camp Barangay (near and along South Drive Rd), Country Club Village (including Baguio Country Club, Camp John Hay except Voice of America), Happy Hallow, DPS Compound, Greenwater Village, Military Cut-Off, Sta. Scholastica Village, Scout Barrio, Upper Dagsian, Lower Dagsian, Hillside, Gabriela Silang, Camp 7, Camp 8, Poliwes, San Vicente, Parts of Bakakeng Norte/Sur (Ciudad Grande, Eagle Crest, Montebello Village), Loakan Proper, Liwanag-Loakan (Lower Liwanag and areas tapped along Kennon Rd. Backbone Line), Loakan Proper, Atok Trail, Kias, Fort del Pilar PMA, Apugan-Loakan
      • Tuba: Camp 4, Camp 3, Twin Peaks, Tabaan Sur, Camp 1

What happens under a yellow alert?

According to the Philippine Grid Code of the Department of Energy (DOE), a yellow alert indicates the thinning of power reserves in the grid. It is raised when reserves fall below the capacity of the largest-generating unit. Yellow alert may or may not lead to rotational brownouts.



What happens under a red alert?

A yellow alert is issued when the power reserve is zero, a generation deficiency exists, or there is critical loading or imminent overloading of transmission lines or equipment. This can lead to rotational brownouts.
