NCR Plus To Be Placed Under ECQ Starting Monday





In a virtual press conference, Presidential Spokesperson Harry Roque has announced that the “NCR Plus” GCQ bubble will be placed under Enhanced Community Quarantine (ECQ) due to the continuous increase of cases in the country.

On Saturday, the Department of Health (DOH) has announced that a total of 9,595 new confirmed cases have been logged in the country.





According to Roque, as per Resolution No. 106-A, President Rodrigo Duterte has approved IATF’s recommendation to place the following under ECQ from Monday, March 29, 2021 to April 4, 2021:

  • National Capital Region (NCR)
  • Bulacan
  • Cavite
  • Laguna
  • Rizal

Curfew

Residents of affected areas will have a curfew of 6:00 PM to 5:00 AM the following day EXCEPT for APORs, workers, cargo vehicles, and public transportation provided they present a valid ID as proof.



Permitted Industries

  • No malls shall operate except for the essential stores i.e. groceries and pharmacies, hardware
  • Restaurants for TAKE-OUT and DELIVERY only. Indoor and al fresco dining is prohibited.

With full operational capacity

  • Public and private hospitals
  • Health, emergency and frontline services
  • manufacturers of medicines, medical supplies, devices and equipment
  • Agriculture, forestry, and fishery and their workers, including farmers ARBs, fisherfolk, and agri-fishery stores
  • Delivery and courier services transporting food, medicine, or other essential goods




Maximum of 50% operational capacity

  • private establishments (essential goods and services)
  • Media establishments and their total permanent staff complement
  • Workers accredited by DOTr

With skeleton workforce

  • Other medical, dental, rehabilitation, and optometry clinics, pharmacies, or drug stores
  • Veterinary clinics
  • Banks, money transfer services
  • Telecommunication companies, internet service providers, cable television providers
  • Manufacturing companies and suppliers (construction works, such as cement and steel)
  • Funeral and embalming services
  • Security personnel
  • Real estate activities limited to leasing only



  • Capital markets
  • Water supply and sanitation services and facilities
  • Energy and power companies
  • Airline and aircraft maintenance, pilots and crew, and employees
  • The Philippine Postal Corporation, PSA, BPOs, Export businesses, Printing Presses
  • Humanitarian assistance personnel from civil society organizations, NGOs, UN-Humanitarian Country Teams
  • Pastors, priests, rabbis, imams, or such other religious ministers (conduct of necrological or funeral rites)
  • Repair of maintenance of machinery and equipment
