The Inter-Agency Task Force (IATF) Resolution number 35 as approved by President Rodrigo Duterte, placed Baguio City and the entire Cordillera Administrative Region under Moderate-risk classification and under General Community Quarantine (GCQ). This will take effect after the Enhanced Community Quarantine (ECQ) on May 15, 2020.
Ahead of May 15, 2020, some provinces in the Philippines were already placed under General Community Quarantine. In preparation for this, the Government released its Guidelines for provinces under General Community Quarantine.

While some provinces or cities are still categorized under high-risk and still on Enhanced Community Quarantine, the government has also provided for guidelines in Interzonal travels, you can find the guidelines for interzonal travels here.
In a virtual press briefing last Monday (May 11,2020), Presidential Spokesperson Secretary Harry Roque, Jr., emphasized that the lifting of Enhanced Community Quarantine (ECQ) and the transition to General Community Quarantine will be science-based as the palace is working with experts, epidemiologists, statisticians and academicians, and it not based on politics and any other consideration.
The Decision
Secretary Roque also added that whether be it ECQ or GCQ we are still under community quarantine and life will not be back to normal until there is no vaccine for COVID-19.
