City releases new Guidelines for Repatriation and Mandatory Quarantine of Returning OFWs in Baguio City






Baguio City has released new guidelines for repatriated Overseas Filipino Workers (OFWs) in response to those who have been greatly affected by the COVID-19 Pandemic and Luzonwide Enhanced Community Quarantine (ECQ).






Moreover, the order on limited entry to Baguio City will still be implemented for the duration of the extended ECQ, except for those with essential travels to Baguio and those OFWs who have reached out to the Overseas Workers Welfare Administration (OWWA).

New Guidelines for Returning OFWs

Yesterday, the city government has released guidelines to be followed by returning OFWs and Baguio residents who were stranded in other provinces. However, these were withdrawn by the city saying that concerned offices have to review them further.

Now, here’s the new set of guidelines from the Mayor’s Office for OFWs who will be returning to Baguio.

  1. Upon arrival, all repatriated OFWs must submit Health Declaration Forms and present proof that they are residents of Baguio City. In addition, they must present the following documents, whichever is applicable:
    • Philippine passport  or Travel Document issued by Philippine Missions; 
    • Boarding Pass used for return flight;
    • OWWA documents;
    • POEA documents;
    • Seaman’s Book;
  2. The BCPO may confer with OWWA if the returning OFW is an OWWA member or a holder of a POEA processed contract;
  3. Returning OFWs shall proceed to the nearest Triage Units at the city’s major entry points or the BGHMC Triage Unit;

      • Returning OFWs may also be immediately escorted to Roxas Hall, Along Magsaysay Street in Teachers Camp.
  4. Triage Unit personnel shall determine whether the OFW shall continue with self-quarantine at home or proceed to isolation as a Suspect Case for COVID-19.
  5. Suspect cases for COVID-19 shall be referred to LGU designated quarantine facilities;
  6. OFW’s who have tested positive for COVID-19 shall be admitted for isolation;
  7. OFWs who have tested negative for COVID-19 shall finish the mandatory 14-day self-quarantine period.
