Baguio City Council Calls for Emergency Security Deployment in Schools

The Baguio City Council has taken decisive action in response to a concerning rise in campus violence across the nation. On July 3, 2026, the council passed Resolution 579-2026, which mandates the deployment of at least one barangay tanod to each public school within the city’s 128 barangays. This measure aims to enhance security and safety for students and staff.

The resolution is grounded in the Local Government Code of 1991 and aligns with the Department of the Interior and Local Government (DILG) Memorandum Circular No. 2025-72. This directive, issued under the guidance of President Ferdinand R. Marcos Jr., outlines the deployment of tanods for the 2025-2026 school year.

Many schools under the Department of Education (DepEd) have been identified as lacking the financial means to hire private security personnel. This gap in security resources has become more critical following recent violent incidents in cities such as Tacloban, Bacolod, and Cavite.

The Barangay Peace and Order Advisory Councils (BPOAC) will work closely with the Baguio City Police Office (BCPO) and its ten police stations. Their collaborative efforts will focus on traffic management, routine patrols, and proactive incident monitoring to ensure a safe educational environment.

To facilitate the full implementation of this policy, the City Council has requested Mayor Benjamin Magalong to issue an Executive Order supporting the redeployment of tanods across all barangays.
