Severe Tropical StormUwan (international name Fung-Wong) has weakened further while remaining outside the Philippine Area of Responsibility (PAR). Despite moving away, the system continues to bring strong winds and rough sea conditions across parts of Northern Luzon.

A Gale Warning is in effect over the seaboards of Northern Luzon and the western seaboards of Central and Southern Luzon.
Sea travel remains risky for all types of vessels due to high to very rough sea conditions.
Uwan remains outside PAR and will continue moving northward today, then turn northeastward from tonight until Thursday (13 November) morning, before heading eastward for the rest of the forecast period. Due to unfavorable environmental conditions, Uwan will continue to weaken throughout this period.
It may re-enter PAR tomorrow (12 November) evening as it makes landfall over the southwestern coast of Taiwan, before emerging over the waters near Ryukyu Islands on Thursday and eventually weakening into a remnant low by Friday (14 November).
Residents, travelers, and local authorities are advised to remain vigilant and continue monitoring official updates from PAGASA and local disaster management offices. Those living in high-risk or low-lying coastal areas should take precautionary measures as advised by local officials.
