Severe Tropical StormUwan (international name Fung-Wong) continues to weaken while moving north northeastward toward Taiwan. The system remains outside the Philippine Area of Responsibility but is still bringing strong winds and rough sea conditions over parts of Northern Luzon.

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger in coastal and upland or mountainous areas exposed to winds and less strong in sheltered locations.
- Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
Outside the areas under Wind Signals, Uwan will also bring occasionally gusty conditions reaching strong to gale-force strength over the following areas, especially in coastal and upland areas exposed to winds:

- Up to 2.0 m: Seaboard of northern Quezon; northern and eastern seaboards of Polillo Islands and Catanduanes; northern seaboards of Camarines Norte and Camarines Sur; eastern seaboard of Albay and Sorsogon; northern seaboard of Northern Samar; remaining seaboard of Aurora
Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
Track and Intensity Outlook
- Uwan remains outside the Philippine Area of Responsibility and will follow a recurving path, turning generally northward today, then moving northeastward from tonight until Thursday (13 November) morning, and eastward for the rest of the forecast period.
- Due to unfavorable environmental conditions, Uwan is forecast to continue weakening throughout the rest of the forecast period.
- Uwan may re-enter PAR tomorrow (12 November) afternoon as it makes landfall over the southwestern coast of Taiwan. It will then emerge over the waters near Ryukyu Islands on Thursday, where it is expected to eventually weaken into a remnant low on Friday (14 November).
