Spox Roque: “NO Lockdown” for NCR, Cavite, Laguna Rizal, Bulacan; However

In virtual press briefing held by Presidential Spokesperson Harry Roque today, he announced additional restrictions pursuant to IATF Resolution No. 104 that will be implemented from March 22 to April 4, 2021.

According to Roque, the additional restrictions are due to the continuous rise in coronavirus cases in the country.

Areas Affected

NO LOCKDOWN but additional restrictions will be imposed in the following areas:

• Bulacan
• Cavite
• Laguna
• Rizal
• National Capital Region (NCR)

Additional Restrictions

The following restrictions will be implemented in the areas abovementioned:

• Curfew

  • 10:00 PM to 5:00 AM
  • except for workers, cargo vehicles, and public transportation

• Required to remain in residence AT ALL TIMES

  • Any person below 18 years old and above 65 years old
    • Persons above 65 years old may be allowed for outdoor non-contact sports and other forms of outdoor exercises
    • Persons with Disability (PWD)
      • may be allowed outdoors for their therapy as well as for outdoor non-contact sports and outdoor exercises (present PWD ID or prescription from attending physician)
  • those with immunodeficiency, comorbidity, or other health risks
  • pregnant women
    EXCEPT when: indispensable under the circumstances for obtaining essential goods and services, or for work in their respective industries and offices

• Only essential travel into and out of Bulacan, Cavite, Laguna, Rizal, and NCR, will be allowed.

  • Authorized Persons Outside of Residence
    1. Essential workers (present employment ID)
    2. Health and emergency frontline services personnel
    3. Government officials and government frontline personnel
    4. Duly-authorized humanitarian assistance actors
    5. Persons traveling for medical or humanitarian reasons
    6. Persons going to the airport for travel abroad
    7. Anyone crossing zones for work or business and going back home
    8. Returning Overseas Filipinos (ROFs) and Overseas Filipino Workers (OFWs)

• Transportation

  • Public Transportation will retain current capacity
  • Biking and walking are encouraged

• Mass Gatherings

  • ALL mass/public gatherings including religious gatherings are PROHIBITED except for:
    • weddings
    • baptisms
    • funeral services
      but is limited to 10 persons only

• Operational Capacities of Industries

  • Current operational capacities of essential and non-essential services/industries shall be maintained following the minimum public health standards in offices
    • personal/face-to-face meetings are highly discouraged
    • group meals in workplaces not allowed
    • work from home (WFH) and virtual meetings highly encouraged
  • The private sector is enjoined to adopt a similar alternative working arrangement as those already in place in the executive branch of the government

• Dining

  • Outdoor dining or al fresco dining is ALLOWED provided that additional engineering and administrative controls are put in place such as but not limited to:
    • placing of acrylic or similar dividers,
    • limiting to two persons per table with appropriate seating arrangements (one seat apart in a diagonal configuration)
    • Maximum of 50% of venue capacity for outdoor dine-in restaurants, cafes, and personal care services
  • Take out and delivery are ALLOWED
  • Indoor dining is NOT ALLOWED

• Activities that are Temporarily Suspended

  • Operations of driving schools
  • Traditional cinemas
  • video and interactive game arcades
  • libraries
  • archives
  • museums
  • cultural centers
  • limited social events at DOT-accredited establishments
  • limited tourist attractions except open-air attractions
  • Cockfighting and cockpit operations (including in MGCQ areas)

Subject to the above restrictions, all provisions applicable to GCQ areas in the Omnibus Guidelines in the Implementation of Community Quarantine in the Philippines, as amended, shall remain in effect in Bulacan, Cavite, Laguna, Rizal, and NCR.
