Several Luzon Provinces to Implement Alternative Work, Learning Arrangements on August 18

Government offices in several areas, including Baguio City and Benguet, will implement alternative work arrangements on Tuesday, August 18, 2026, due to continuous heavy rainfall associated with the Southwest Monsoon or Habagat.

MalacaƱang issued the directive through Memorandum Circular No. 128, dated August 17, following the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC) and Heavy Rainfall Warnings issued by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

Areas Covered by the Directive

Government offices are directed to implement appropriate alternative work arrangements in the following areas on August 18:

  • National Capital Region
  • Ilocos Sur
  • La Union
  • Pangasinan
  • Benguet
  • Zambales
  • Bataan
  • Tarlac
  • Pampanga
  • Bulacan
  • Cavite
  • Batangas
  • Rizal
  • Laguna
  • Occidental Mindoro

Baguio City is also covered by the directive. While Baguio is a highly urbanized city administratively independent from Benguet, it is geographically situated within the province.

According to the memorandum, the alternative arrangements were ordered in view of the continuous heavy rainfall associated with the Southwest Monsoon.

Alternative Learning Modes for Schools

Unless otherwise directed by their respective Local Chief Executives, alternative learning modes will be implemented for classes at all levels in public and private schools in the covered areas on August 18.

The memorandum also allows Local Chief Executives to implement localized cancellation or suspension of classes and/or work in government offices in other areas when necessary, pursuant to relevant laws, rules, and regulations.

Essential Government Services to Continue

Government agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services will continue their operations and render the necessary services.

Private-Sector Work

The directive does not automatically suspend work in private establishments.

The suspension of work or adoption of alternative work arrangements in the private sector is left to the discretion of management.

Private-sector employees are advised to await announcements or instructions from their respective employers regarding their work arrangements for August 18.
