Minimum Wage Increase in CAR Takes Effect on December 30, 2025

Workers in the Cordillera Administrative Region (CAR) will receive higher pay starting December 30, 2025, following the approval of two new wage orders issued by the Regional Tripartite Wages and Productivity Board (RTWPB-CAR).
The wage increase covers both private sector workers and kasambahays (domestic workers) across all provinces in the region.

New Daily Minimum Wage for Private Sector Workers
Under Wage Order No. CAR-24, the daily minimum wage for private sector workers in CAR will increase by ₱35.
- Previous daily minimum wage: ₱470
- Wage increase: ₱35
- New daily minimum wage: ₱505
This wage rate applies to all minimum wage earners in the private sector within the Cordillera Administrative Region, regardless of position, designation, or employment status. The rate is based on a standard 8-hour workday.

New Monthly Minimum Wage for Kasambahays
Domestic workers, also known as kasambahays, will also receive a wage increase under Wage Order No. CAR-DW-07.
- Previous monthly minimum wage: ₱6,000
- Wage increase: ₱600
- New monthly minimum wage: ₱6,600
This applies to kasambahays whether they are live-in or live-out, including but not limited to:
- General househelpers
- Yayas or caregivers
- Cooks
- Gardeners
- Laundry persons
- Any person who regularly performs domestic work in one household

The wage order does not cover service providers, family drivers, or individuals who perform domestic work only on an occasional or irregular basis.
Effectivity of the Wage Increase
Both wage increases will take effect on December 30, 2025. The wage orders were approved in early December 2025 and take effect after the required publication period, as stated in the official wage orders.
Why the Wage Increase Was Approved
According to RTWPB-CAR, the wage adjustments were approved after reviewing several factors, including:
- Rising cost of living in the region
- The needs of workers and their families
- The capacity of employers to pay
Public consultations and hearings were conducted before the wage orders were finalized.

Reminder for Employers and Workers
Employers are required to comply with the new wage rates. Failure or refusal to implement the mandated increases may result in penalties under existing labor laws.
For kasambahays hired through licensed private employment agencies, principals or clients are required to ensure payment of the prescribed wage.
