Baguio City Mayor Benjamin Magalong has issued an advisory on Protocols for Travelers Entering the City of Baguio Beginning on October 3, 2020 and onwards. This advisory was posted by the Public Information Office (PIO) of the City of Baguio.
Additional safety measures will be required for all travelers coming into Baguio City will be implemented in order to mitigate and contain any further outbreak, and to allow law reinforcement and medical frontliners have time to regroup their workforce as the city set out plans for the coming months.
In addition to the city’s registration and triage requirements, travelers coming into the city shall be guided by the following additional entry protocols:
According to the advisory, the following travelers shall be obliged to submit themselves for COVID-19 diagnostic testing:
In addition, the persons enumerated above shall be required to present negative results of RT-PCR or rapid Antigen tests conducted within a period of 72 hours prior to their entry into the city, or they shall submit themselves for testing at the Baguio City Central Triage and Testing Center.
Repatriated Overseas Filipino Workers (OFWs) and Filipinos returning from abroad shall still follow the procedure as set by the OWWA and the Department of Tourism.
The entry of domestic tourists shall be governed by the implementing guidelines of the Ridge and Reef Travel Corridor Project, the details of which are incorporated in their registration through the VISITA website.

For Returning Baguio Residents (RBRs), employees coming into the city for the first time since the implementation of the ECQ, and Non-residents Students, they may opt to undergo 14-day quarantine under the supervision of their Barangay officials as an alternative RT-PCR or rapid Antigen testing.
Persons with Indispensable, or work-related, travel purposes regularly passing through the city checkpoints, who are holders of COVID-19 Shield Travel Authority documents (with Inter-Region Work Clearance Certificates attached) or Official Travel Orders as issued by their respective offices, shall be required to submit themselves for RT-PCR or rapid Antigen testing once a month.
It is stated in the advisory that all travelers are reminded that registration of Health Declaration Forms and triage protocols are still required, with the exception of domestic tourists who shall register their necessary documents and itineraries at the Baguio VISITA website.
