Batanes, Parts of Babuyan Islands and Santa Ana Under Signal No. 2 as Typhoon Inday Maintains Strength

Typhoon Inday maintained its strength as it moved west northwestward over the Philippine Sea east of Northern Luzon, PAGASA said late Thursday afternoon, July 9, 2026. Batanes, the eastern portion of the Babuyan Islands, and Santa Ana in Cagayan are now under Tropical Cyclone Wind Signal No. 2.

Typhoon Inday, internationally known as Bavi, maintained its strength while moving over the waters east of Northern Luzon, according to PAGASA’s Tropical Cyclone Bulletin No. 8 issued at 5:00 PM on Thursday, July 9, 2026.

PAGASA said Inday may pass closest to Extreme Northern Luzon between Friday evening, July 10, and Saturday morning, July 11. It is expected to exit the Philippine Area of Responsibility by Saturday morning or afternoon.

Although Inday is forecast to remain over the Philippine Sea, its wide circulation and the enhanced Southwest Monsoon may continue to affect many parts of the country.

Location, Strength, and Movement

As of 4:00 PM, the center of the eye of Typhoon Inday was estimated at 780 kilometers east of Aparri, Cagayan.

Inday had maximum sustained winds of 165 kilometers per hour near the center, gustiness of up to 205 kilometers per hour, and a central pressure of 945 hectopascals.

 

It was moving west northwestward at 20 kilometers per hour.

Strong to typhoon-force winds extend outward up to 860 kilometers from the center.

Tropical Cyclone Wind Signal No. 2

Tropical Cyclone Wind Signal No. 2 is now in effect over the following areas:

– Batanes

– Eastern portion of Babuyan Islands

– Babuyan Island

– Didicas Island

– Camiguin Island

– Northeasternmost portion of mainland Cagayan

– Santa Ana

Areas under Signal No. 2 may experience gale-force winds ranging from 62 to 88 kilometers per hour within 24 hours. PAGASA said these winds may pose minor to moderate threat to life and property.

Tropical Cyclone Wind Signal No. 1

Tropical Cyclone Wind Signal No. 1 is also in effect over the following areas:

– Rest of Cagayan, including the rest of Babuyan Islands

– Isabela

– Apayao

– Kalinga

– Ilocos Norte

Signal No. 1 is also raised over the following portions of Luzon:

– Maddela

Abra

– Tineg

– Lagayan

– Danglas

– San Juan

Areas under Signal No. 1 may experience winds ranging from 39 to 61 kilometers per hour within 36 hours. These winds may bring minimal to minor impacts to life and property.

Baguio City and Benguet are not under any tropical cyclone wind signal based on the 5:00 PM bulletin. However, several parts of the Cordillera remain under Signal No. 1, including Apayao, Kalinga, parts of Abra, Mountain Province, and Ifugao.

Severe Winds and Southwest Monsoon Effects

 

PAGASA said minor to moderate impacts from gale-force winds are possible in areas under Signal No. 2, while minimal to minor impacts from strong winds are possible in areas under Signal No. 1.

Local winds may be stronger in coastal, upland, and mountainous areas exposed to the prevailing wind direction.

The enhanced Southwest Monsoon and the outer circulation of Typhoon Inday may bring strong to gale-force gusts over most of the country from Thursday, July 9, until Saturday, July 11.

For Baguio City and nearby areas, residents are advised to secure loose outdoor objects such as signboards, tarpaulins, plant pots, and light materials. Motorists should also take extra caution along mountain roads, especially during periods of rain, fog, reduced visibility, and slippery road conditions.

Heavy Rainfall Outlook

PAGASA advised the public to refer to Weather Advisory No. 13 issued at 5:00 PM on Thursday, July 9, for the heavy rainfall outlook due to Typhoon Inday and the Southwest Monsoon.

Rainfall conditions may still change depending on the movement of Inday and the strength of the Southwest Monsoon.

Residents in flood-prone and landslide-prone areas are advised to monitor Heavy Rainfall Warnings, Thunderstorm Advisories, and local disaster risk reduction announcements.

Gale Warning and Sea Conditions

A Gale Warning is in effect over the northern and eastern seaboards of Luzon and the eastern seaboard of Visayas.

PAGASA said sea travel is risky in areas with very rough seas, and mariners are advised to remain in port or seek shelter if already underway.

Very Rough Seas

Waves may reach up to 7.0 meters over:

– Northern and eastern seaboards of Batanes

Waves may reach up to 6.0 meters over:

– Northern and eastern seaboards of Babuyan Islands

– Northeastern seaboard of mainland Cagayan

– Remaining seaboards of Batanes

Waves may reach up to 5.0 meters over:

– Seaboard of Isabela

– Northern and eastern seaboards of Catanduanes

– Remaining seaboards of mainland Cagayan and Babuyan Islands

Waves may reach up to 4.5 meters over:

– Seaboards of Aurora and Camarines Norte

– Northern and eastern seaboards of Polillo Islands and Camarines Sur

– Eastern seaboard of Northern Samar

– Northeastern seaboard of Eastern Samar

– Northern seaboard of Ilocos Norte

Sea travel is risky for all types or tonnage of vessels in these areas.

Rough Seas

Waves may reach up to 4.0 meters over:

– Northern seaboards of mainland Quezon and Northern Samar

– Eastern seaboards of Albay, Sorsogon, Dinagat Islands, Bucas Grande-Siargao Islands, and Davao Oriental

– Remaining eastern seaboard of Eastern Samar

Waves may reach up to 3.5 meters over:

– Eastern seaboard of Surigao del Sur

– Southern seaboard of Davao Oriental

– Remaining seaboards of Catanduanes

 

Waves may reach up to 3.0 meters over:

 

– Seaboards of Marinduque, Romblon, Masbate, and Caluya Islands

– Western seaboards of Palawan including Kalayaan Islands

– Western seaboards of Occidental Mindoro including Lubang Islands

– Southern seaboards of Quezon

– Southern and eastern seaboards of Oriental Mindoro

Mariners of small seacrafts, including motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.

Moderate to Rough Seas

Moderate to rough seas may affect more coastal waters, with waves reaching 2.0 to 2.5 meters in several areas including portions of Pangasinan, Zambales, Bataan, Cavite, Batangas, Antique, Negros Occidental, Iloilo, Guimaras, Southern Leyte, Camiguin, Misamis Oriental, Zamboanga del Norte, and other listed seaboards.

Motorbancas and similarly sized vessels are advised to take precautionary measures and avoid sailing if possible.

Track and Intensity Outlook

Inday is forecast to generally move northwestward while remaining over the Philippine Sea.

It may pass closest to Extreme Northern Luzon between Friday evening, July 10, and Saturday morning, July 11.

Afterward, Inday is expected to move toward the southern islands of Japan and may make landfall or pass close over the northern coast of Taiwan.

PAGASA said Inday may exit the Philippine Area of Responsibility by Saturday morning or afternoon, July 11, and make landfall over the eastern coast of mainland China by Saturday evening or early Sunday morning, July 12.

Inday is forecast to remain a typhoon until it exits PAR. It may weaken into a severe tropical storm after moving further inland over mainland China.

The next tropical cyclone bulletin will be issued at 11:00 PM today, July 9, 2026.
