Baguio City Undas 2023 Advisory: Important Guidelines and Information
As we approach the significant observance of Undas 2023 in Baguio City, here are key guidelines and schedules for residents and visitors to note:
1. Cemetery Cleaning and Visitation
- Cleaning Period: October 7-30, 2023
- This is the designated time for families to clean and prepare the resting places of their loved ones.
- Cemetery Visitation: October 31 – November 2, 2023
- On these dates, please be informed that:
- Cleaning materials will not be permitted for entry.
- The following are strictly prohibited inside cemeteries: firearms, flammable materials, pointed objects, liquor, loud speakers, and gambling paraphernalia.
- Vending and the presence of vendors are not allowed inside both public and private cemeteries, as well as their surrounding perimeters.

2. Wholesale of Flowers and Candles
- Location & Time: Old Library Site Parking Area & Jose Abad Santos Drive Parking Area
- Wholesale is permitted from October 27 to 31, 2023, between 7 PM and 12 midnight.
- Be aware of traffic rules, especially the Truck Ban during these times.
- Location & Time: Magsaysay Avenue (in front of the Rice Section) and other permitted market ‘bagsakan’ areas
- Wholesale is allowed from 7 PM to 10 PM, abiding by the market ‘bagsakan’ rules.
3. Retail of Flowers and Candles at Malcolm Square
- Selling Duration: October 26 – November 1, 2023
- Interested vendors must secure application forms from the Campaign and Investigation Division of the Treasury Office in City Hall. Forms will be available from October 18 – 20, 2023.
- Eligibility Criteria for Vendors:
- Must be a bona fide resident of Baguio City and of legal age.
- No previous violations related to Oplan Kaluluwa.
- Application Requirements:
- Two 2×2 photos.
- Barangay business clearance.
- Residence certificate or Baguio Cedula.
- Official receipt for residential garbage payment for 2023.
- Photocopy of any valid identification card.
- Vendor selection for flower and candle retail will operate on a first-come, first-served basis. There is a total fee of P1,393 for the selling duration.
