Atok and Bokod Seal Historic Sisterhood Agreement

On July 16, 2026, the municipalities of Atok and Bokod in Benguet formalized a historic Sisterhood/Town Twinning Agreement. This event, marking the first of its kind in Benguet, took place during a ceremonial program at the 3rd Floor Function Hall, Administrative Building, Sayangan, Paoay, Atok.

The ceremony commenced with a prayer led by IPMR and SB Member of Atok, Melvin Digmayo, followed by the singing of the National Anthem, Benguet Hymn, Atok Hymn, and Bokod Hymn. Mayor Franklin L. Smith of Atok welcomed the attendees, and SB Member Marilou Zarate introduced the key officials present. Recto Elias, Secretary to the SB of Atok, provided an overview of the agreement, emphasizing its role in fostering sustainable local development through cooperation and shared aspirations.

Mayor Erik Donn Ignacio of Bokod delivered a message highlighting the significance of the agreement, likening it to a long-standing relationship now formalized. He noted that this is the first sisterhood agreement between two municipalities in Benguet, aiming to inspire other local governments in the province.

The Memorandum of Agreement (MOA) was publicly read by Ebony Sagpa-ey on behalf of Bokod SB Secretary Benedict Apilis. The MOA outlined several areas of cooperation, including:

  • agricultural development through knowledge exchange
  • promotion of trade and commerce by supporting local businesses
  • health and social services by committing in assisting each other in times of crisis and emergencies.
  • education, arts and sports development by fostering collaboration in creative projects, athletics and academics.
  • environmental protection through sustainable practices and conservation.
  • sustainable tourism initiatives by strengthening destination marketing and tourism cooperation.
  • Future cooperation and negotiation by resolving matters not covered in the agreement through a friendly dialogue.

The ceremonial signing of the MOA was followed by picture taking and the exchange of tokens and gifts. Vice Mayor of Atok, Edward Beliano, delivered the acknowledgement, while Vice Mayor of Bokod, Doroteo Beray, gave the closing remarks. The program was hosted by Ester Biniahan as Master of Ceremony.

In the afternoon session, the Municipality of Bokod presented a proposal regarding the boundary between Bokod and Atok, furthering the spirit of dialogue and cooperation that the Sisterhood Agreement seeks to strengthen.

This milestone marks a significant step in Benguet’s local governance, as Atok and Bokod reaffirm their unity and shared vision for sustainable development, resilience, and prosperity.
