The new health law, R.A. No. 11228, otherwise known as “An Act Providing for the Mandatory PhilHealth Coverage for All Persons with Disability, Amending Republic Act No. 7277, As Amended, Otherwise known as the “Magna Carta for Persons with Disability,” will soon benefit many PWDs who are in need of assistance.
Under the law, all persons with disability (PWDs) shall be automatically covered under Philhealth‘s National Health Insurance Program (NHIP).
The national government will be paying for all PWD members’ premium contributions. Take note however, that for PWD members under the formal economy, the premium contributions will be equally shared by the employer and the national government.
Philhealth will be making exclusive packages to provide adequate services to PWDs in terms of health and development.
With data to be gathered and passed by local government units, Philhealth and the National Council on Disability Affairs (NCDA), the Department of Health (DOH) should be able to keep an updated list of PWDs and their health and development needs.
There will also be a periodic monitoring and evaluation to check on the effectivity of the act’s implementation.
The law, which was approved last February 22, 2019, will only be in full swing once the Implementing Rules and Regulations (IRR) are finally out. And as of now, we are waiting for the guidelines since they are expected to be made within three (3) months upon the effectivity of the Act.
