According to the Department of Trade and Industry’s (DTI) 2020 Cities and Municipalities Competitive Index (CMCI), Baguio City, with a score of 38.5430, was ranked 19th among 32 Highly-Urbanized Cities (HUCs) in the Philippines.
In 2019, the City of Baguio was ranked 18th among 33 HUCs with a score of 39.2430.

Furthermore, the rankings of cities and municipalities were based on the sum of their scores on 4 pillars, and here are the following scores of Baguio City:

According to the City Planning and Development Office head Archt. Donna Rillera-Tabangin, under the economic dynamism, the city needs to improve in these areas:
While for the government efficiency, the following areas need improvement:

Furthermore, with the aim for the city to get a higher ranking this year, one of the things Tabangin’s office is currently doing is analyzing the 2020 data and studying the DTI’s CMCI metrics.
In a statement of Mayor Benjamin Magalong posted by PIO, it is stated that “the results should be taken constructively and is confident that this year will be a “big leap forward” for the city as long as proper focus and actions are undertaken.”
CMCI is an annual ranking of Philippine cities and municipalities developed by the National Competitiveness Council through the Regional Competitiveness Committees (RCCs) with the assistance of the United States Agency for International Development.
