Baguio City Introduces Temporary Exemption for Senior Citizens from Number Coding

Starting August 19, 2024, Baguio City will implement an experimental exemption for senior citizens from the Number Coding Ordinance. This temporary measure was introduced through Executive Order No. 82, Series of 2024, is designed for senior citizens in the city. Here’s what you need to know:

What is the Number Coding Exemption?

The Number Coding Ordinance in Baguio City restricts certain vehicles from using the roads on specific days based on the last digit of their license plate. However, for 90 days, senior citizens who are residents of Baguio City will be allowed to travel more freely under certain conditions.

When is the Exemption in Effect?

• Phase 1 (August 19 – October 18, 2024): Senior citizens who are driving their own private vehicles will be exempted from the Number Coding Ordinance.
• Phase 2 (October 22 – November 22, 2024): Any vehicle (private or taxi) with a senior citizen as a passenger will be exempted, even if the driver is not a senior citizen.

Number Coding Schedule Affected by the Exemption:

If you’re a senior citizen or driving a senior citizen, the normal restrictions based on the last digit of your license plate won’t apply during the exemption periods within the designated Number Coding Area. You can refer to the embedded map below to see the exact boundaries of this area.

• Monday: Vehicles with plate numbers ending in 1 or 2
• Tuesday: Vehicles with plate numbers ending in 3 or 4
• Wednesday: Vehicles with plate numbers ending in 5 or 6
• Thursday: Vehicles with plate numbers ending in 7 or 8
• Friday: Vehicles with plate numbers ending in 9 or 0

Time of Prohibition: 7:00 a.m. – 7:00 p.m. on the above days.

What Do Senior Citizens Need to Qualify?

To benefit from this exemption, senior citizens must:

1. Be at least 60 years old.
2. Provide proof of Baguio City residency, senior citizen status, and the reason for travel, such as:
   • Medical purposes: Valid ID proving Baguio City residency, senior citizen status, and documents showing medical appointments or check-ups.
   • Work purposes: Valid ID proving Baguio City residency, senior citizen status, and documents showing place of work.

• The City Government reminds that this is is an experimental exemption and requests cooperation with traffic enforcers. If asked to stop and present documents, please do so with patience.
