Suspension of classes, work in government offices, and number coding scheme ordered in Baguio City

In light of the impending threat posed by Typhoon Egay, Acting Mayor Faustino Olowan of Baguio City has issued Executive Order No. 97 series of 2023. The order mandates the suspension of classes in all levels for both public and private schools, as well as work in offices of the City Government of Baguio on Wednesday, July 26, 2023. However, departments directly involved in critical emergency services and disaster risk reduction and management are required to maintain an adequate workforce.
Furthermore, the implementation of the Number Coding Scheme in the city has been suspended for the day.

The decision comes as Typhoon Egay makes landfall over Fuga Island in Aparri, Cagayan, bringing with it strong winds and heavy rains. The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) has provided an update on the typhoon’s status and the potential hazards it poses to various regions.
Relevant Weather Update on Benguet:
- Tropical Cyclone Wind Signals (TCWS) in Effect for Benguet: TCWS No. 2 has been raised over Benguet, indicating gale-force winds with a warning lead time of 24 hours. Wind speeds are expected to range from 62 to 88 km/h (Beaufort 8 to 9), posing a minor to moderate threat to life and property.
- Heavy Rainfall Outlook: Benguet is expected to receive accumulated rainfall ranging from 100-200 mm. Given the forecast, flooding and rain-induced landslides are highly likely, especially in areas that are highly or very highly susceptible to these hazards. This is particularly concerning for regions that have experienced significant rainfall in the past few days.
- Severe Winds: While violent conditions are expected in other areas, Benguet, under TCWS No. 2, may experience minor to moderate impacts from gale-force winds.
